Ministry of Industry and Ministry of Land Develop Pre-Approval Diagnostic Service for Factory Permits
The Ministry of Trade, Industry and Energy and the Ministry of Land, Infrastructure and Transport announced on the 30th that they held a joint kickoff briefing for the 'Factory Permit Pre-Diagnosis Service' at the Digital Platform Government Committee's main conference room.
Currently, to establish a factory, one must individually visit the relevant departments to obtain up to dozens of permits. Since many processes require high expertise, most companies outsource the permit application, resulting in significant costs and time consumption.
By establishing the Factory Permit Pre-Diagnosis Service, users will be able to check various laws and regulatory information to consider when obtaining factory permits related to land, construction, environment, etc., at a glance with just one click on the factory establishment application site (www.factoryon.go.kr).
This service is being jointly developed by the Ministry of Trade, Industry and Energy, which oversees factory permit tasks, and the Ministry of Land, Infrastructure and Transport, which possesses 3D spatial information-based digital twin technology. The government has started development aiming for a pilot operation in the first half of next year.
Based on the confirmed information, this service will recommend optimal locations by industry type and also provide a simulation service that allows virtual construction of factories. Through this, an annual cost reduction effect of 80 billion KRW is expected. The government also plans to operate an advisory committee composed of factory establishment support centers and local government officials who are at the forefront of factory permit civil complaints.

Kim Jong-woo, Head of Location Planning at the Ministry of Trade, Industry and Energy, explained, "Through this project, the complex factory establishment process can be applied for with just one click, significantly reducing the time and cost required for factory permits." Park Jin-sik, Director of the National Spatial Information Center at the Ministry of Land, Infrastructure and Transport, said, "The National Digital Twin Land Integrated Platform, established since 2022, can reduce national budgets and improve administrative efficiency if expanded to other permit fields in the future."
