City Investment Review Committee Passes 'Local Fiscal Investment Review'

Yongin City in Gyeonggi Province is expected to gain momentum in the project to establish the Dongbaek IC (tentative name) on the Yeongdong Expressway. On the 20th, Yongin City announced that the construction plan for the Dongbaek IC (tentative name) on the Yeongdong Expressway recently passed the 'Local Fiscal Investment Review' by the Yongin City Investment Review Committee.
The 'Local Fiscal Investment Review' is a procedure that assesses the validity of budget establishment for projects reflected in the mid-term local fiscal plan. Earlier, the city included this project in the '2024~2028 Mid-term Local Fiscal Plan' last year.
The Dongbaek IC establishment project is a plan to install a 1.1 km-long entrance ramp toward Seoul and an exit ramp toward Dongbaek on the Yeongdong Expressway in the Cheongdeok-dong area of Giheung-gu, starting from 2018, to improve highway access convenience for residents around the Dongbaek district. Currently, residents of the Dongbaek district have to detour 6 to 7 km due to the lack of a nearby Yeongdong Expressway entrance.
This project underwent an appropriateness verification by the Korea Expressway Corporation in 2021, and in October of the following year, after Mayor Lee Sang-il took office in the 8th term of local government, it also received a feasibility evaluation from the Ministry of Land, Infrastructure and Transport. The city applied for road connection approval from the Korea Expressway Corporation in October last year after feasibility studies by the Korea Institute of Local Administration.
The city plans to sign an agreement with the Korea Expressway Corporation within this year for project implementation after obtaining the city council's consent once the road connection approval is granted. The project cost is 113.7 billion KRW, fully funded by the city. Once the city pays the project cost, the Korea Expressway Corporation plans to proceed with design and construction aiming for completion in 2029.
Mayor Lee Sang-il said, "We will focus the city's capabilities on installing the Dongbaek IC so that residents of Giheung-gu can conveniently use the Yeongdong Expressway, fulfilling their long-standing wish."
The establishment of Dongbaek IC is one of Mayor Lee's key pledges. To this end, last September, the mayor visited the Korea Expressway Corporation headquarters in Gimcheon, Gyeongbuk, and met with President Ham Jin-gyu and other executives to request support for the IC establishment. The mayor told President Ham, "Establishing Dongbaek IC is a long-cherished wish of local residents and a necessary project for the development of the former Police University site in Eonnam-dong and the creation of the I-dong and Namsa advanced system semiconductor national industrial complex," requesting the corporation's support.

Meanwhile, the Yongin City Investment Review Committee consists of 12 experts from various fields including civil engineering, law, architecture, and administration, along with three public officials including the director of the city’s finance bureau.
