Busan Gijang-gun Implements 'Negotiated Purchase of Private Land within Current Roads'
Proactive Resolution of Various Disputes and Efficient Road Maintenance Management 추진
Busan Gijang-gun (Governor Jeong Jong-bok) is implementing the ‘2024 Negotiated Purchase of Private Land within Existing Roads’ targeting private land within existing roads used for public passage.
This policy was promoted to resolve various civil complaints and private property rights infringements caused by private land within existing roads, and to enable efficient road maintenance such as installation of water and sewage pipes, city gas pipes, communication conduits, and resurfacing of deteriorated roads.
The purchase targets are private lands within existing roads up to 8 meters wide in residential, commercial, and industrial zones within the jurisdiction. However, sites designated as urban or county planning facilities under the ‘National Land Planning and Utilization Act,’ access roads opened for sale or private land development purposes are excluded.
The county will accept applications from landowners wishing to sell by March 31 and select target sites for negotiated purchase. The selection criteria prioritize roads with a width of 4 meters or less as first priority, 6 meters or less as second priority, and 8 meters or less as third priority. Based on the first criterion, priority will be determined comprehensively considering multiple purchase applications and users (traffic volume) within the same existing road.
Land appraisals will be conducted by two selected appraisal firms based on current conditions. For reference, existing roads are appraised at up to one-third of the value of adjacent land.
