Granting Autonomy Equivalent to Private High Schools
The Gyeongbuk Office of Education has selected a total of five schools?Pohang High School, Pohang Girls' High School, Gumi High School, Andong Girls' High School, and Ulleung High School?as new autonomous public high schools 2.0 under the Ministry of Education's newly launched program this year.
The five schools finally selected will play a central role in regional education by applying an educational innovation model linked with the Education Development Special Zone and organizing creative curricula starting from September this year.
Autonomous Public High Schools 2.0 are granted autonomy in curriculum comparable to autonomous private high schools and specialized high schools for five years after designation, including signing agreements with local governments, universities, and companies; implementing an open principal recruitment system; allowing up to 50% of teachers to be hired through external recruitment; and prioritizing student selection.
Accordingly, Autonomous Public High Schools 2.0 are expected to grow solidly into prestigious schools in line with the regional education competitiveness enhancement and regional development strategies, connected with the pilot project of the eight Education Development Special Zones in Gyeongbuk Province.
The Gyeongbuk Office of Education plans to actively promote expert consulting and institutional improvements for autonomous educational model innovation targeting the selected schools to lead educational innovation and foster local talent.
Additionally, each school selected as an Autonomous Public High School 2.0 will receive 200 million KRW annually for five years and operate distinctive educational models by utilizing human and material resources held by partner organizations through agreements with local governments, regional universities, companies, research institutes, and public institutions, thereby contributing to the enhancement of regional educational capacity.
The Gyeongbuk Office of Education intends to implement key tasks such as inquiry-based classes with thought-provoking questions, vehicle support to activate education linked with local universities, and operation of specialized curricula for the five newly designated Autonomous Public High Schools 2.0 and the ten existing autonomous public high schools.
