Ministry of SMEs and Startups Strengthens 'Communication' with Affiliated Public Institutions... Establishes Continuous Connection System
Policy Discussion Meeting between Ministry of SMEs and Startups and Public Institution Policy Research Team Held on the 22nd
The Ministry of SMEs and Startups (MSS) is stepping up efforts to strengthen communication with its affiliated public institutions. This is based on the recognition that substantial collaboration with public institutions executing policies is the starting point for bringing about real changes in the field for SMEs, ventures, and small business owners.
On the 22nd, the MSS held a 'Policy One-Team' discussion forum with heads of 11 public institutions at the Seoul branch of the Korea Technology Finance Corporation. Participants included the Korea SMEs and Startups Agency, Korea Technology Finance Corporation, Small Enterprise and Market Service, Korea Institute of Startup & Entrepreneurship Development, Korea Institute for Advancement of Technology, Korea Institute for Startup & Venture Entrepreneurship, Korea Credit Guarantee Fund, Korea Venture Investment Corp., Korea SMEs Distribution Center, Public Home Shopping, and the Korea Disabled People's Enterprise Comprehensive Support Center. They reviewed the collaboration system with the MSS, current policy management status, and discussed future improvement directions.
Looking at the policy direction, the plan is to first establish close communication and a continuous connection system to create policy outcomes. First, a policy council will be formed between the public institutions and the MSS business departments and will begin operation immediately from March. This council will be held every two months. Through this policy council, the directors in charge of the business departments will directly address institutional difficulties, budget execution, and key policy tasks. A two-way communication channel between business departments and public institutions will be institutionalized to listen to difficulties and devise solutions. Additionally, a Public Institution Development Council, composed of deputy heads from the MSS and public institutions, will be formed and operated regularly every month.
A stable and efficient policy execution management system will also be established. In line with the government's fiscal expenditure efficiency policy, the budget of public institutions will be optimized, and a system to periodically check policy outcomes will be built. In particular, a special management system for budget projects will be operated to discuss budget execution such as subsidies. Public institutions will continuously revise internal regulations such as personnel and service rules to operate in accordance with public expectations, and guidelines will also be proposed.
Furthermore, the evaluation system for public institutions will be strengthened, and incentives based on policy outcomes will be enhanced. Related systems will be improved to reflect public institutions' policy outcomes in management evaluations, and the MSS will respond as one team with external evaluations by the Ministry of Economy and Finance and improvements in treatment.
