2024 Gwanak-gu's Strengthened National Basic Livelihood Security System
Median Income in 2024 Rises by a Record 6.09%... Monthly Livelihood Benefit for 4-Person Household Increased by 213,000 Won, Housing and Medical Benefit Criteria Also Relaxed
Gwanak-gu (District Mayor Park Jun-hee) will significantly expand support for the National Basic Livelihood Security System this year.
The National Basic Livelihood Security System is a program that provides partial support to citizens who have difficulty maintaining a basic standard of living, ensuring a minimum standard of living as citizens and supporting their independence.
This year, the social safety net for basic livelihood recipients will be strengthened further.
This year, the ‘standard median income’ (the median income of national households) has been raised by 6.09% for a four-person household, marking the highest increase ever. The standard median income serves as the benchmark for about 70 government-supported programs, and an increase in the standard median income means more opportunities to benefit from government programs.
Accordingly, the eligibility criteria for ‘livelihood benefits’ have been relaxed for the first time in seven years, expanding the support target from 30% to 32% or less of the standard median income. The support amount will increase by up to 90,000 KRW per month for a single-person household (about 14% increase) and up to 213,000 KRW per month for a four-person household (about 13% increase).
This is the highest support amount increase in the 24 years since the system was implemented.
The eligibility criteria for ‘housing benefits’ have been raised from 47% to 48% or less of the standard median income.
Additionally, ‘medical benefits’ have expanded the eligibility for recipients by exempting the support obligation criteria for households with severely disabled persons. For general households, the medical benefits support obligation criteria remain the same, but the basic property deduction amount has been significantly increased, further relaxing the asset criteria.
