"Government Welcomes 'Semiconductor Mega Cluster' Development"
"KAIST to Be Developed as a Research and Talent Hub"
Pyeongtaek City in Gyeonggi Province is launching an ecosystem encompassing research, manufacturing, and workforce centered around Samsung Electronics and KAIST to establish the government's 'Semiconductor Mega Cluster.'
Pyeongtaek City stated on the 17th, "We welcome the government's semiconductor mega cluster establishment plan announced on the 15th," revealing this vision.
According to the government plan, within the cluster centered on Yongin, Hwaseong, and Pyeongtaek, a total of 13 new semiconductor production lines (fabs) will be built by 2047 with 622 trillion KRW of private investment. Among these, approximately 120 trillion KRW will be invested in new fabs for lines 4 to 6 at Samsung Electronics' Pyeongtaek Campus.
Notably, Pyeongtaek, along with Seongnam and Suwon, has been selected as a hub for future semiconductor research infrastructure and will be developed as a center for devices, design, and advanced packaging.
Of particular interest is the KAIST Pyeongtaek Campus, which will be established in Brain City, currently being developed by Pyeongtaek City. With a total investment of 500 billion KRW, the KAIST Pyeongtaek Campus will house a semiconductor device and design research center. The center will develop advanced packaging technologies such as neuromorphic and PIM semiconductor design, vertical stacking, and heterogeneous integration. The KAIST Pyeongtaek Campus will also play a role in nurturing 1,000 leader-level talents to lead the semiconductor industry.
Jang-seon Jeong, Mayor of Pyeongtaek, said, "This government announcement will put an end to the skepticism that had been raised about the promotion of the KAIST Pyeongtaek Campus," adding, "Going forward, Pyeongtaek City will create an industrial ecosystem encompassing research, manufacturing, and workforce development for future semiconductors centered on Samsung Electronics and KAIST."
Earlier, in July 2021, Pyeongtaek City signed a business cooperation agreement with KAIST and Samsung Electronics to foster semiconductor workforce development and activate industry-academia cooperation. In November of the same year, Pyeongtaek City, KAIST, and Brain City Project Financing Vehicle (PFV) signed an implementation agreement for the establishment of the KAIST Pyeongtaek Campus. At that time, Brain City PFV also promised 110 billion KRW in construction costs to build facilities such as the research center.

Additionally, KAIST and Samsung Electronics have signed an agreement to establish the Department of Semiconductor Systems Engineering, building an industry-academia cooperation system to nurture core national semiconductor talents.
