North Korean State Affairs Commission Chairman Kim Jong-un is speaking at the Supreme People's Assembly policy speech held in Pyongyang on the 15th. He stated that it is important to reflect in the constitution "the issue of completely occupying, pacifying, and recovering the Republic of Korea and incorporating it into the territory of the Republic" in the event of war.

Kim Jong Un, Chairman of the State Affairs Commission of North Korea, stated that the constitution should explicitly recognize the Republic of Korea as the "primary hostile country" and include provisions to completely occupy, pacify, and recover the Republic of Korea in the event of war.
Korean Central News Agency reported on the 16th that Chairman Kim said this during his policy speech at the Supreme People's Assembly held in Pyongyang on the 15th, emphasizing the need to amend the constitution to reflect territorial provisions.
According to the report, Chairman Kim pointed out that "since the Republic has completely erased the outdated concept that the Republic of Korea is a partner for reconciliation and unification and a fellow countryman, and instead strictly defines it as a foreign country and the most hostile state," legal measures are necessary to precisely define the scope of sovereignty exercise.
He emphasized that it is appropriate to explicitly state in the relevant constitutional article that residents should not use residual terms that mislead North and South as fellow countrymen, such as 'Samcheonri Geumsugangsan' and '80 million compatriots,' and that education and ideological work should be strengthened to firmly regard the Republic of Korea as the first and immutable hostile country.
In particular, he said, "Expressions such as 'northern half,' 'independence, peaceful unification, and great national unity' in the constitution should now be deleted," and added, "The constitution of the Republic must be amended to reflect these issues and reviewed at the next Supreme People's Assembly."
Chairman Kim also instructed to prepare practical measures to "handle the remnants of the past era that could be symbolized by terms such as 'North and South Korea as fellow countrymen and of the same origin,' 'our nation alone,' and 'peaceful unification.'"
He stated, "Strictly implement phased measures to thoroughly separate all North-South linkage conditions in the border areas, including physically severing the South Korean section of the Gyeongui Line, which existed as a symbol of North-South exchange and cooperation, to an irrecoverable level."
He added, "Remove the 'Three Charters for National Reunification Monument,' an eyesore standing at the southern gateway of the capital Pyongyang," and emphasized that "the concepts of 'unification,' 'reconciliation,' and 'fellow countrymen' must be completely eliminated from the national history of the Republic."
He also raised the level of military provocation.
Chairman Kim warned, "Since the southern border line of our country is clearly drawn, no boundary line, including the illegal and lawless 'Northern Limit Line,' can be tolerated, and if the Republic of Korea infringes upon our territory, airspace, or territorial waters even by 0.001 mm, it will be regarded as an act of war provocation."
He said, "The war will horrifically annihilate the entity called the Republic of Korea and bring unimaginable disaster and defeat to the United States," and "If the enemies even spark the flames of war, the Republic will resolutely punish them by mobilizing all military forces at its disposal, including nuclear weapons."
On the same day, North Korea also abolished the Committee for the Peaceful Reunification of the Fatherland, the National Economic Cooperation Bureau, and the Mount Kumgang International Tourism Bureau, which had been engaged in inter-Korean talks and exchanges.

Chairman Kim stated, "We cannot walk the path of national rejuvenation and unification together with the people of the Republic of Korea, whose sense of kinship has been suppressed amid increasingly vicious and arrogant confrontation mania," and added, "It is an indispensable and essential fairness to newly establish our stance on inter-Korean relations and unification policy and to organize all related organizations that had been established as solidarity bodies for peaceful unification."
