Why Did Nowon-gu Hold the 'Rapid Promotion Forum for Reconstruction and Redevelopment'?

Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it will operate the 'Nowon-gu Reconstruction and Redevelopment Rapid Promotion Forum' to accelerate reconstruction and redevelopment projects.
Nowon-gu has the highest number of apartments over 30 years old among Seoul's districts. As of 2023, there are 55 complexes with about 74,000 households, approximately 170,000 residents, accounting for one-third of the district's total population. The district has faced population outflow issues due to deteriorating living conditions such as rusty water from aging water pipes, noise between floors, and insufficient parking spaces.
To overcome this crisis, in 2022, the district formed the nation's first public-private consultative body, the 'Nowon Reconstruction and Redevelopment Rapid Promotion Team,' including reconstruction and redevelopment stakeholders, related private organizations, and experts, to support the advancement of maintenance projects.
This forum focuses on strengthening the promotion capabilities centered on the Rapid Promotion Team and fostering two-way communication and the spread of positive influence. This is to proactively respond to the explosive increase in reconstruction demand since last year.
The district expects the forum to help participants accumulate relevant knowledge, enhance responsiveness, and secure new momentum to lead reconstruction and redevelopment.
The forum is held on the third Wednesday of every month from 6:30 PM to 8:00 PM for about 90 minutes, inviting experts to give lectures and conduct Q&A sessions at the small auditorium on the 2nd floor of Nowon Lifelong Education Center or the small auditorium on the 6th floor of the district office.
The topics cover various issues related to reconstruction. On the 17th of this month, when the forum begins, Professor Park Tae-won from Kwangwoon University will deliver a presentation on "The Impact of the Special Act on Aging Planned Cities and Nowon-gu's Response Measures."
Meanwhile, to facilitate smooth reconstruction, the district has led the revision of the Seoul Metropolitan Ordinance to support the cost of detailed safety inspections. It has also implemented projects such as a loan program that lends the full amount of safety inspection costs interest-free and a pre-support program for guarantee insurance subscription fees. Last year, it signed an agreement with Sangye Imkwang Apartment, the first of its kind nationwide, to implement loans.

Oh Seung-rok, Mayor of Nowon-gu, said, “Reconstruction in Nowon-gu is not a choice but a matter of survival,” adding, “We will continue to do our best to ensure that the residents’ desire for a pleasant living environment is realized swiftly.”
