Seoul City Notifies Delinquent Local Taxes via KakaoTalk '2 out of 3 Pay'
Seoul City announced on the 2nd that the 'Smartphone Delinquent Tax Notification and Payment Service,' which notifies overdue taxes via KakaoTalk, showed a collection effect during its one-month pilot operation, with two out of three recipients making immediate payments.
The city has been implementing a service that provides local tax delinquency information through KakaoTalk notifications since November 1st of last year. The pilot operation period will continue until March.
During the one-month pilot, 66% of recipients who received the KakaoTalk delinquency notification and viewed the detailed information paid their taxes. In particular, 71% of recipients who viewed the resident tax details made payments.
Additionally, the KakaoTalk delinquent tax notification is positive from an environmental protection perspective. The city explained that the cost of producing and mailing paper notices is about 45 million KRW, whereas KakaoTalk notifications cost only about 4.7 million KRW, roughly one-tenth of the paper notice expense. This is equivalent to planting 53 trees and reduces carbon emissions by 484 kg.
The city plans to expand the service in the first quarter of this year to allow any KakaoTalk member to receive notifications, enabling more citizens to conveniently receive delinquency notices and make payments.

Kim Jin-man, Director of the Seoul City Finance Bureau, said, "The city will continue to expand convenience services in cooperation with citizens," adding, "We will improve local tax delinquency issues through the latest technology and administrative innovation."
