Kim Kyun-ho, Gwangju Seo-gu Council Member, "Autonomous District Budget Planning Is Inadequate"
Kim Kyun-ho, a member of the Gwangju Metropolitan City Seo-gu Council, pointed out that "the budget planning is inadequate due to the executive branch's complacent attitude, and the explanatory materials are also insufficient."
According to the Seo-gu Council on the 22nd, Councilman Kim delivered a 5-minute free speech during the 3rd plenary session of the 2nd regular meeting of the 317th session.
While reviewing the main budgets for last year and this year, he stated that ▲explanatory materials for new projects were omitted ▲repetitive and unproductive Q&A sessions due to poor explanatory materials ▲issues such as budget cuts due to errors in data entry have been recurring.
Councilman Kim said, "There are repetitive and unproductive review processes, such as Q&A sessions on matters that should have been confirmed in advance through explanatory materials. Despite the importance of reviewing the 'main budget,' there have been cases where budgets like 'Sibi' were wrongly cut due to errors and omissions in key matters."
He continued, "Ultimately, what requires change is the executive branch's complacent attitude, which fails to improve repeatedly pointed out issues such as poor project effectiveness and performance management, and insufficient preparation of budget plans."
Councilman Kim urged, "I hope that the 2025 main budget for next year will produce a more progressive and substantial process and outcome."
