Seongdong-gu, Seoul (Mayor Jeong Wono) conducted a mock drill on the 21st at Dalmaji Park in collaboration with the Seongdong Police Station, utilizing the 'Walking Trail Crime Prevention System.'
During the drill, a simulated scenario was set up to carry out a series of processes from emergency alerts to inter-agency coordination, police dispatch to the scene, and suspect apprehension. About 20 personnel gathered for the drill, including the Smart City Integrated Operation Center, which oversees Seongdong-gu CCTV control, the Seongdong Police Station (Community Safety Division), the 112 situation room, and local police station staff.
The distinctive feature of this mock drill was the collaborative operation of the system with the Seongdong Police Station. Since 2017, the police have operated the ‘112 Report Location Sign’ and ‘Voice Guidance Chime Bell,’ which were integrated into Seongdong-gu’s walking trail crime prevention system. The ‘Chime Bell’ installed at the entrance of the walking trail emits a voice message saying, “For crime prevention, please scan the crime prevention system QR code and use it” when a person approaches. Through this drill, the district confirmed the system’s usability in actual emergencies and comprehensively checked inter-agency cooperation and response systems.
At around 10 a.m. on the 21st, an alarm indicating an emergency report sounded at the Seongdong-gu Smart City Integrated Operation Center. The center staff identified the reporter’s current location and situation, relayed the information to the 112 situation room, and confirmed the suspect’s escape route. Simultaneously, a rapid dispatch order was issued to the local police station. The dispatched police maintained communication with the control center, arrived at the scene, and arrested the suspect in flagrante delicto, concluding the drill.
The ‘Walking Trail Crime Prevention System’ was first implemented nationwide by Seongdong-gu to alleviate residents’ anxiety and prevent crimes amid a surge in abnormal motive crimes targeting unspecified individuals. It is a system that allows personal smartphones to be used like CCTV to report emergencies.
Residents can scan the information pattern (QR code) on the guide sign with their smartphones to connect and transmit real-time video and audio from the scene to the Seongdong-gu Smart City Integrated Operation Center. In case of an emergency, it can be linked to the police or fire station, enabling rapid securing of residents’ safety. Seongdong-gu began pilot operation of the system in August this year and expanded it fully to 220 points across 33 locations in the district by the end of October.

Jeong Wono, Mayor of Seongdong-gu, stated, “We will continue to strive to ensure that all administrative services helpful to residents leave no one behind,” adding, “Through this mock drill, we will establish a system to prepare for emergencies and ultimately create a safe Seongdong-gu free from crime.”
