Ministry of the Interior and Safety Announces Legislative Notice for Related Enforcement Decree
The Ministry of the Interior and Safety announced on the 7th that it will publicly notify a partial amendment to the "Enforcement Decree of the Local Autonomy Act," which gradually raises the ranks of deputy heads of cities, counties, and districts with populations under 100,000 and adjusts the payment range for local council members' legislative activity expenses.
This partial amendment is legislation to fully implement the "Expansion Plan for Autonomy Organizational Rights" approved at the 5th Central-Local Cooperation Meeting. The main points are first, the rank of deputy heads of cities, counties, and districts with populations under 100,000, which had been the same as that of department heads (Grade 4), causing difficulties in command and control, will be gradually raised from Grade 4 to Grade 3 according to population size. Additionally, as the role of local councils continues to increase, to establish an incentive system for diligent legislative activities of local council members and motivate talented individuals to enter local councils, the payment range for local council members' legislative activity expenses, frozen since 2003, will be raised by 500,000 KRW for metropolitan and provincial councils and by 400,000 KRW for city, county, and district councils.
The Ministry of the Interior and Safety plans to collect various opinions from the public and related organizations during the 19-day public notice period and reflect them in the amendment.
