5% Remaining Resident Consent for Direct Establishment of Redevelopment Association at 398 Jungnim-dong, Jung-gu

The 'direct establishment by the association' for the housing redevelopment project at 398 Jungnim-dong, Jung-gu, Seoul is imminent.
Jung-gu (Mayor Kim Gil-seong) announced that the consent rate for direct establishment by the association among landowners within the redevelopment project area at 398 Jungnim-dong has reached 70%. Once the consent rate reaches 75%, the district can proceed with the support procedures for direct establishment by the association.
The area around 398 Jungnim-dong was officially designated as a redevelopment zone and had its maintenance plan decided on the 14th of last month. The zone covers an area of 28,315㎡ and will feature 791 apartment units in buildings up to 25 stories high. It is a prime location directly adjacent to Chungjeongno Station (Line 2) and allows access to the city center within 10 minutes.
It has been three years since the redevelopment project began in March 2020, and the zone designation has now been achieved. The next step is the establishment of the redevelopment association. Jung-gu aims to shorten the project period through direct establishment by the association.
Direct establishment by the association is a system that omits the promotion committee in the existing procedure and provides public support for the costs incurred until the association is established. The district carries out various administrative procedures such as selecting maintenance companies and forming resident councils until the election of the association president.
While the average time required to establish an association is typically five years, it can be formed within two years through this system, saving project costs, making it a 'loss if you don't know' system from the residents' perspective.
So far, Jung-gu has made various efforts to increase the consent rate for direct establishment by the association. They operated an on-site support center within the zone to promote the system and regularly held briefings and academies to provide accurate and up-to-date information.
Additionally, they contacted landowners who do not reside within the zone one by one and, in some cases, even conducted one-on-one home visits, implementing a 'net-like communication' strategy. As a result, the consent rate, which was 49% a year ago, was raised to the 70% range.
On the evening of the 11th, Jung-gu held a visiting briefing session at the Jungnim-dong Community Center on the topics of zone designation and direct establishment by the association. They encouraged residents' determination by introducing in detail the case of Sindang 10 District, known as a model for maintenance projects within the district.
Currently, Sindang 10 District has entered the direct establishment procedure and remarkably achieved 75% consent for association establishment in just 36 days. As the first project of Seoul City's Rapid Integrated Planning, Sindang 10 District is also highly likely to be the first for direct establishment by the association.
The district plans to focus on securing the remaining consent rate and aims to initiate the direct establishment procedure for the 398 Jungnim-dong redevelopment project within this year.

Kim Gil-seong, Mayor of Jung-gu, stated, "There are countless cases where redevelopment projects stall due to conflicts among residents in the promotion committee, which ultimately burdens the good residents," and added, "I ask all residents to participate and show unity to achieve the consent rate so that the redevelopment at 398 Jungnim-dong can proceed smoothly without such conflicts."
