Songpa-gu (Mayor Seo Gang-seok) announced that it will implement the nation’s first “Free Rental Service of Sound-Absorbing Noise Barriers” to reduce construction site noise and create a pleasant residential environment for residents.
Complaints about noise and scattered dust from construction sites are ongoing nationwide. Small-scale construction sites only install noise barriers on the lower floors, resulting in minimal noise reduction effects for residents living nearby.
Accordingly, Songpa-gu is launching a project to rent out “sound-absorbing noise pads,” which complement the shortcomings of existing temporary noise barriers and provide excellent noise reduction even at high floors, to minimize residents’ damage caused by construction noise. The rental service is provided completely free of charge.
The “sound-absorbing noise pad” is mainly made of polypropylene and polyester, materials used in vehicle sound absorbers, and has excellent noise reduction effects. Additionally, its lightweight and standardized design make it easy to install at construction sites, increasing its usability compared to existing noise barriers.
In fact, since September, the installation and operation of the “sound-absorbing noise pads” at construction sites located in densely populated residential areas with many noise complaints have resulted in a remarkable noise reduction effect of up to 15dB(A) compared to before installation. Not only noise but also scattered dust has decreased, receiving high praise from residents near the construction sites.
A construction site official currently renting the noise pads said, “Existing noise barriers were difficult to install and dismantle and costly, so we had given up on installing them. But since the district office rents out the sound-absorbing noise pads for free, noise complaints have decreased, and we have been able to advance the construction schedule.”

The target is construction sites within Songpa-gu with a total floor area of 1,000㎡ or less. Applications can be submitted by visiting the Clean Environment Division of Songpa-gu Office and submitting the application form and necessary documents such as the building permit.
Seo Gang-seok, Mayor of Songpa-gu, stated, “Since the sound-absorbing noise pads are highly effective, we will secure additional units to minimize residents’ damage caused by noise and dust near construction sites and do our best to create a pleasant residential environment.”
