Full-Scale Entry into Latin America with Peru-Type Technology Evaluation Model

The Korea Technology Finance Corporation (Chairman Kim Jong-ho, hereinafter KOTEC) announced on the 12th that it has signed a "Consulting Contract for the Improvement and Capacity Building of the Peru-type Technology Evaluation System (hereinafter PTRS)" with the Inter-American Development Bank (hereinafter IDB) to support innovation policies for small and medium-sized enterprises (SMEs) in Peru, Latin America, through technology evaluation.

KOTEC will carry out ▲ diagnosis and improvement of PTRS ▲ pilot testing of technology evaluation for local Peruvian companies ▲ preparation of a technology evaluation work manual ▲ capacity-building training for technology evaluation practitioners at supported institutions.

By April 2024, KOTEC will collaborate with IDB local consultants to provide consulting on technology evaluation to Peru’s National Innovation Agency (Proinnovate), Credit Guarantee Corporation (FOGAPI), State-owned Development Bank (COFIDE), and National Council for Science, Technology and Innovation (CONCYTEC). Additionally, T-Value, a Korean technology evaluation specialist company, will participate in the project as a public-private partnership.

KOTEC explained that in September, five technology evaluation experts visited Peru and conducted capacity-building training on technology evaluation, PTRS evaluation indicator improvement meetings with IDB local consultants, Peruvian government, and financial officials, and performed pilot tests by visiting Peruvian SMEs. Going forward, interactive online meetings will be held to analyze the pilot tests and conduct statistical analysis on environmental variables of Peruvian SMEs by the end of the year to advance PTRS.

Through this consulting, KOTEC’s expertise and know-how in technology evaluation are expected to contribute to strengthening the capabilities of Peruvian SME support institutions and improving the startup support system. The Peruvian government is expected to secure an enhanced system that efficiently supports technology finance.

Chairman Kim Jong-ho of KOTEC stated, "Interest in technology evaluation is spreading worldwide like the Korean Wave, because in the era of the 4th Industrial Revolution based on digital and creativity, the capability of technology evaluation, which is a foresight to select innovative SMEs, is necessary for all countries." He added, "KOTEC will continue to strengthen international cooperation and lead the spread of K-technology finance."
