The Rugby Stadium Special Planning Zone is located within the “Onsu Station Area District Unit Planning Zone,” adjacent to Onsu Station, a transfer station for Lines 1 and 7, serving as a gateway area on the southwestern Gyeongin axis.
The Onsu Station Rugby Stadium, opened in 1974 as the first private rugby stadium in Korea, contributed to the promotion and support of the less popular sport of rugby. However, after the opening of the Namdong Asiad Rugby Stadium in 2013, its usage gradually declined. Subsequently, the large underutilized site near the station area was left neglected, creating a need for revitalization through regional development.
With the establishment of the district unit plan amendment and the detailed development plan for the Rugby Stadium Special Planning Zone, the city expects the area, which previously lacked support functions for the station area, to be strengthened as a mixed-use center with retail, office, and cultural functions. Additionally, infrastructure such as the Onsu Station plaza, which had been left unexecuted for a long time, and road widening will be expanded.
Through the complex development of the rugby stadium site, various facilities including retail, office spaces, and residential apartments (1,821 units) will be constructed with a floor area ratio of 400% to 600%, up to 5 basement levels, and 35 to 40 floors above ground, totaling approximately 620,000 square meters of gross floor area.
In particular, the city focused on securing necessary facilities within the area such as educational and research facilities, cultural and welfare facilities, public rental office spaces, and public housing. Furthermore, a three-dimensional pedestrian walkway crossing the railway was planned to connect the southern and northern living zones of Onsu Station, which are separated by the above-ground Gyeongin Line, as well as a three-dimensional pedestrian walkway connecting the second floor above ground of Line 1 to the project site, establishing a pedestrian connection system between the areas. A linear park will be created in the central part of the project site to provide green space and open areas for citizens.
According to this development plan, the urban planning facility (sports facility) on the site will be abolished, and through public contributions, two multipurpose fields, a complex cultural facility, and an ecological park including community sports facilities will be created at the Singuro Retention Basin. The overlapping designation of urban planning facilities (sports facilities) at the Singuro Retention Basin will proceed through a separate process.

Jo Nam-jun, Director of the Seoul City Urban Planning Bureau, stated, “With this plan decision, various convenience facilities linked to the Onsu Station plaza will be established in the area that previously lacked infrastructure, which is expected to greatly revitalize the area along with the development of the low-rise residential district.”
