Yo Young-cheol Transferred to Seoul Detention Center with Execution Chamber... Han Dong-hoon: "Necessary for Correctional Administration" (Comprehensive)
Yoo Young-chul, a "serial killer" who was sentenced to death for murdering 21 elderly people and women and is currently detained with the sentence unexecuted, has been transferred to Seoul Detention Center.
According to the legal community on the 25th, the Ministry of Justice correctional authorities moved Yoo Young-chul from Daegu Prison to Seoul Detention Center last week. Jeong Hyeong-gu, who was also sentenced to death for shooting a newlywed couple in a car with a shotgun because they overtook his vehicle, was transferred to Seoul Detention Center together.
This has drawn attention as the serial killers will now serve their sentences together at Seoul Detention Center. Gang Ho-soon and Jeong Du-young are also living at Seoul Detention Center as death row inmates with unexecuted sentences.
Regarding this, Han Dong-hoon, Minister of Justice, met with reporters at the Government Complex Gwacheon on the same day and said, "It is true that I ordered the transfer," adding, "The Republic of Korea is a country where the death penalty remains valid under the Constitution and laws. This is due to administrative needs in corrections, and I will only say this in principle."
Some in the legal community analyze that this transfer measure may be with the execution of the death penalty in mind. Seoul Detention Center has an execution chamber installed.
South Korea has not carried out any executions since December 30, 1997, when 23 death sentences were executed, and is classified as a "de facto abolitionist country." Amid this, Minister Han drew attention last month by ordering inspections of four correctional institutions equipped with execution facilities: Seoul Detention Center, Busan Detention Center, Daegu Prison, and Daejeon Prison. It is known that Seoul Detention Center is currently the only place with practically usable facilities. Executions are carried out in the execution chambers of correctional facilities.

Meanwhile, under Minister Han's orders, the Ministry of Justice also investigated whether the victims' families of Yoo Young-chul and Gang Ho-soon have been properly compensated by the perpetrators. During the Lee Myung-bak administration, then Minister of Justice Lee Gui-nam had considered concentrating violent criminals at Gyeongbuk Northern Prison (formerly Cheongsong Prison) and installing execution facilities but later scrapped the plan.
