People Power Party's Lee In-seon: "If teachers face human rights violations during educational activities, the Human Rights Commission must investigate"
Proposal for Amendment to the Bill Introduced
Consultations Accepted Only from Students and Parents
Lee In-seon, a member of the People Power Party representing Daegu Suseong-gu B, on the 25th, took the lead in proposing the "Partial Amendment to the National Human Rights Commission Act" that allows the National Human Rights Commission to investigate cases where teachers suffer human rights violations from students or parents during legitimate educational activities.
According to data submitted to Rep. Lee by the National Human Rights Commission, from 2019 to the 31st of last month, there were 3,805 consultations reported to the National Human Rights Commission over the past five years regarding human rights violations by teachers against students or parents. Among these, 508 cases led to remedial recommendations. However, there has never been a single case where a complaint filed by a teacher to the Human Rights Commission was accepted.
The reason is that the National Human Rights Commission is an institution that deals with human rights violations by public authorities, and students and parents are considered private individuals, thus not subject to investigation.
However, according to Article 1 of the National Human Rights Commission Act, the purpose is to protect the inviolable fundamental human rights possessed by all individuals, improve their level, realize human dignity and value, and contribute to the establishment of democratic basic order. Teachers also believe there is a need to redefine the standards of human rights violations reflecting the changing social landscape.

Rep. Lee In-seon of the People Power Party stated, "Amid the recent serious social issue of infringement on teachers' rights, teachers' human rights have been in a blind spot regarding the National Human Rights Commission, and I have taken the lead in proposing a partial amendment to the National Human Rights Commission Act that reflects reality and equity." She emphasized, "As various interests collide due to changes in social culture, the need for an independent human rights complaint institution and its role are increasing."
