Man with 30 Kickboards and a Model Genitalia: "Women’s Surprised Reactions Are Fun"

Increase in Cases of Exposure of Major Body Parts in Public Places
A man in his 30s was caught by the police for riding an electric scooter with a model genitalia tucked into his pants.
On the 20th, the Gimpo Police Station in Gyeonggi Province announced that they had booked a man in his 30s, identified as A, without detention on charges of public indecency.
A is suspected of riding an electric scooter on the streets of Gurae-dong, Gimpo City, around 3:40 a.m. that day with a model genitalia tucked into his shorts. It was found that he lifted his T-shirt to show it when women passed by.

The police, who responded to a passerby's report, arrested A on the spot in an underground parking lot of a nearby building. A, an office worker, stated during the police investigation, "I did it because it was fun to see people get surprised."
A police official said, "A was not intoxicated at the time," and added, "The specific motive and circumstances of the crime are under investigation."
Recently, cases of public indecency charges for exposing major body parts in public transportation or public places have been increasing. The so-called 'Babariman,' who exposes body parts in front of schools such as girls' high schools, is a representative example of public indecency. This crime is punishable by up to one year in prison, a fine of up to 5 million won, detention, or a minor fine.
However, simply exposing body parts does not automatically constitute public indecency. The obscene act referred to in this crime must be of a degree that induces sexual arousal or sexual discomfort in the general public.

If the act only causes simple discomfort or embarrassment to others, it falls under the Minor Offenses Act for excessive exposure, punishable by a fine of up to 100,000 won, detention, or a minor fine.
