Kim Jin-bu, Chairman of Gyeongnam Provincial Council, Proposes 'Immunity Privilege for Local Council Personnel Hearings'

Kim Jin-bu, Chairman of the Gyeongnam Provincial Council, proposed the "Granting of Immunity Privileges for Local Council Personnel Hearings."
On the 18th, Chairman Kim attended the 6th Extraordinary Meeting of the 2023 Korea Association of City and Provincial Council Chairpersons held in Buyeo-gun, Chungcheongnam-do (Lotte Resort Buyeo), where he submitted a proposal to amend the Local Autonomy Act to strengthen local council personnel hearings.
Chairman Kim stated, "Although the Local Autonomy Act, which was amended on March 22 and will be enforced from September 21, secures the legal basis for local council personnel hearings for candidates of heads of institutions under local governments, mere legalization is very insufficient to verify the candidates' job performance ability, expertise, and morality," adding, "For more active and substantial personnel verification, local council members must be guaranteed immunity privileges, even if temporarily, for statements made during personnel hearings. This is essential for the practical significance of legalizing personnel hearings, which is why we proposed the amendment to the Local Autonomy Act."
On that day, Chairman Kim and chairpersons of 14 city and provincial councils nationwide deliberated and resolved 13 agenda items, including the "Proposal to Amend the Local Autonomy Act to Secure Immunity Privileges for Local Council Personnel Hearings," to faithfully perform the council's key functions as a representative body, such as checking and monitoring executive agency policies and suggesting policy alternatives.

It leads the development of local autonomy by promoting mutual exchange and cooperation regarding local council operations and jointly working to improve unreasonable laws and systems.
