54,000㎡ Industrial Area Allocated in Yongin and Yangju... Expected to Strengthen Industrial Competitiveness
Gyeonggi Province has allocated 54,000㎡ of industrial area outside industrial complexes to two regions, Yongin and Yangju, to revitalize the local economy and prevent indiscriminate development.
Yongin City plans to use the newly allocated industrial area outside the industrial complex as a site for establishing a semiconductor research and development (R&D) dedicated line to secure future semiconductor technology leadership.
Gyeonggi Province explained that the area is designated as a national advanced strategic industry semiconductor specialized complex by the Ministry of Trade, Industry and Energy, making it significant for fostering the semiconductor industry.
Additionally, Yangju City intends to use the allocated industrial area to reorganize large-scale clusters of individual factories such as leather and textile factories, promoting planned development and rectifying indiscriminate development.
Since 2021, Gyeonggi Province has been receiving allocations of industrial area supply within growth management zones from the Ministry of Land, Infrastructure and Transport every three years according to the ‘4th Metropolitan Area Readjustment Plan (2021?2040).’ The province allocates these areas to cities and counties after reviewing whether the projects align with higher-level plans and examining project plans.
Out of the total 2.38 million㎡ of industrial area outside industrial complexes allocated by the Ministry of Land, Infrastructure and Transport, Gyeonggi Province assigned the remaining area, excluding the Yongin and Yangju allocations, to the southern region (823,000㎡) and the northern region (926,000㎡).
Accordingly, the total area allocated to cities and counties within Gyeonggi Province’s industrial area outside industrial complexes increased to 2.349 million㎡, including 600,000㎡ converted for industrial complex use. This accounts for 98.7% of the total 2.38 million㎡. Gyeonggi Province plans to allocate the remaining 31,000㎡, which will expire after 2023, to necessary projects after reviewing their progress.
Oh Se-hyun, Director of Urban Policy at Gyeonggi Province, stated, "Since 2021, the supply of industrial area outside industrial complexes has activated the reorganization of indiscriminate development of individual factory sites within growth management zones and their relocation to planned sites. We plan to systematically manage the newly allocated industrial area in 2024 to prevent indiscriminate development, strengthen industrial competitiveness, and promote balanced development between the southern and northern regions."

Industrial areas outside industrial complexes refer to sites within growth management zones under the ‘Metropolitan Area Readjustment Act’ that are designated as industrial areas under the ‘National Land Planning and Utilization Act’ or as industrial use zones of 30,000㎡ or more within district unit planning areas and development promotion districts under the ‘National Land Planning Act.’ Although not industrial complexes, these areas can attract new factories, contributing to regional development.
