Opposition Leaves Room for Further Discussion Depending on Resubmission Deadline
The adoption of the confirmation hearing report for nominee Bang Moon-kyu, Minister of Trade, Industry and Energy, failed in the National Assembly. Although there remains a possibility of further discussions between the ruling and opposition parties following the president's request for resubmission, it is expected that the appointment process will proceed without the adoption of the report, based on past precedents.
Kim Seong-won, the People Power Party's floor leader on the National Assembly's Trade, Industry, and Small and Medium Venture Business Committee, said in a phone interview with Asia Economy on the 14th, "Although discussions were held between the ruling and opposition parties yesterday, the report was not adopted."
The day before, the ruling and opposition parties held the confirmation hearing until 10 p.m. and then recessed to discuss the adoption of the confirmation hearing report. However, no consensus was reached during the recess. Since yesterday was the deadline for adoption, the report adoption failed.
The reasons for the failure to adopt the report differed between the ruling and opposition parties.
Regarding the confirmation hearing, Representative Kim said, "It became a place for political conclusions rather than a venue to verify the ministerial nominee's morality and policies," adding, "It is regrettable that they refuse to adopt the report based on unreasonable arguments such as insincere answers or violations of document submission, which are political attacks." On the other hand, a Democratic Party official from the Trade, Industry, and SME Committee explained, "Even excluding personal matters, there were shortcomings seen from a policy perspective for the Minister of Trade, Industry and Energy, who oversees the real economy, and there was a need to reconsider due to insincere responses to policy-related document requests, which led to the inability to schedule meetings regarding the adoption."

The remaining procedure is President Yoon Seok-yeol's request for resubmission of the hearing report. According to the Confirmation Hearing Act, if the report is not adopted within the deadline, the president may request the National Assembly to resubmit the report within 10 days by specifying the scope. If the report is still not adopted within this period, the president may appoint the cabinet member.
Future prospects are also divided. However, the variable depends on how much time President Yoon will allow for the resubmission period.
A Democratic Party official from the Trade, Industry, and SME Committee said, "Since it ended last night, we will proceed with internal opinion gathering regarding the hearing report and consult with the party leadership to discuss with the floor leaders of both parties," but added, "If the president gives a tight deadline for resubmission, it will only lead to conflict, so we will watch the progress."
A People Power Party official from the Trade, Industry, and SME Committee said, "It seems that the Democratic Party has almost no intention to adopt the report, so even after the president sets the resubmission period, discussions will not proceed, and it is expected that the appointment process will proceed without the adoption of the report."

Previously, when President Yoon appointed Lee Dong-gwan as Chairman of the Korea Communications Commission, he allowed a two-day grace period for resubmission and then proceeded with the appointment the next day. Chairman Lee was the 16th ministerial-level official to be appointed without the National Assembly's adoption of the hearing report.
