Presidential Office Holds 4th Public Participation Debate
86% Support 'Improvement'... Majority Favor Vehicle Value
The Presidential Office on the 13th recommended related ministries to change the current displacement-based standard applied when imposing automobile tax to a vehicle value-based standard.
The Presidential Office announced this while presenting the results of the 4th public participation discussion on the topic of "Improvement of Automobile Property Standards Centered on Displacement."
According to the Presidential Office, out of a total of 1,693 votes, 1,454 votes (86%) supported the improvement. Opinions that improvement is necessary, considering the need for reasonable and fair tax imposition in response to changes in the times and environment, accounted for the largest share at 74%.
The most frequently suggested alternative in the free discussion was the "vehicle value standard." Other standards such as mileage, greenhouse gas emissions, and weight were also proposed.
Opinions favoring maintaining the current system accounted for 12%, and other opinions accounted for 14%, respectively.
The Presidential Office recommended the Ministry of the Interior and Safety, Ministry of Health and Welfare, Ministry of Gender Equality and Family, and others to "promptly prepare measures to abolish or relax the displacement cap applied when determining eligibility for recipients under basic living security, welfare for the disabled, and single-parent family support systems, considering the purpose and intent of each system as well as changes in the times and environment."
Additionally, it stated, "The displacement standard should be replaced or supplemented with other standards such as vehicle value, considering fair taxation of automobiles and technological advancements."

Previously, the Presidential Office has conducted public participation discussions on topics such as exceptions to the fixed book price system for islands, TV license fee collection methods, and strengthening requirements and sanctions for assemblies and demonstrations.
