Gangseo-gu Magok District Recovers 200 Million Won in Uncollected Road and Park Usage Fees
A Survey on Approximately 670,000㎡ of Land Including Roads and Parks in Magok District... Imposition and Collection of Uncharged Road Occupancy Fees Omitted at 82 Roads and 2 Parks
Gangseo-gu District in Seoul secured approximately 200 million KRW in funds by identifying facilities omitted from the occupancy fee charges within the Magok district.
Additionally, by imposing occupancy fees on the omitted facilities, an annual increase of about 70 million KRW in financial revenue is expected.
From June to August, the district conducted a survey to systematically manage infrastructure such as roads and parks in the Magok area and to inspect the status of occupancy fee imposition and collection.
They examined approximately 670,000㎡ of land including roads, parks, and connecting green spaces to verify the installation status of aboveground and underground facilities, unauthorized occupation of occupancy-permitted properties, and ownership of occupancy facilities.
As a result, it was confirmed that occupancy fees had not been charged despite the installation of heat transfer facilities in 82 road locations and 2 parks, and the unpaid road occupancy fees were imposed and collected.
Park Dae-woo, Acting Mayor of Gangseo-gu, said, “Thanks to the dedicated efforts of the responsible department officials working together, we achieved the valuable outcome of securing important funds. Moving forward, we will continue to investigate changes such as acquisition and disposal of public property to prevent omissions in usage and occupancy fees and to ensure efficient land management.”
According to Article 61 (Permission for Road Occupancy) of the Road Act, anyone who intends to newly install, reconstruct, modify, remove structures, goods, or other facilities, or occupy the road for other reasons must obtain permission from the road management authority.

Furthermore, under Article 66 (Collection of Occupancy Fees) of the same law, the road management authority may collect occupancy fees from those who occupy roads with road occupancy permits.
