Seoul City Announces Plan for Urban High-Tech Logistics Complex
First Nationwide Project Approval Among Ministry of Land, Infrastructure and Transport Pilot Complexes
The Seoul Metropolitan Government has officially approved the plan for the 'Seobu Truck Terminal Urban High-Tech Logistics Complex Development Project' in the Sinjeong-dong 1315 area of Yangcheon-gu.
The 'Urban High-Tech Logistics Complex' refers to logistics facilities that incorporate the latest technologies as well as facilities aimed at enhancing distribution efficiency and fostering related industries. This concept was introduced alongside the amendment of the Logistics Facilities Act in December 2015. In June 2016, the Ministry of Land, Infrastructure and Transport designated a total of six pilot complexes, including three in the Seoul area. Following the announcement of the project approval for the Seobu Truck Terminal located in Yangcheon-gu?the first of its kind nationwide?it is expected that the establishment of next-generation logistics hubs will officially commence.
In particular, the Seobu Truck Terminal area has been regarded as an eyesore due to its aging logistics facilities, but post-project, it is evaluated as a region with high potential for local development. Once the urban high-tech logistics complex, which integrates logistics, retail, and residential facilities, is established, it will not only improve the environment and traffic conditions but also attract convenience facilities such as lifestyle services for local residents, transforming it into a new landmark in the southwestern region.
The main content of this plan involves the approval of the logistics complex plan, covering a total area of 104,244.7㎡ with a structure ranging from 7 basement floors to 25 above-ground floors. Accordingly, while maintaining a freight vehicle terminal, the facility will be transformed into a comprehensive complex that simultaneously provides logistics, distribution, and commercial functions through facility improvements.
As for lifestyle service facilities, the plan includes expanding startup support facilities (5,421㎡) and the Sinjeong Sports Center (17,050㎡). For residential facilities, 984 high-quality urban-type housing units (including 92 public rental units) will be supplied to revitalize the surrounding area and realize balanced regional development.
Meanwhile, the Seobu Truck Terminal Urban High-Tech Logistics Complex is scheduled to begin construction in the first half of 2025 and be completed by 2028, following the approval of the housing construction project plan and building permits by the Yangcheon District Office.

Yoon Jong-jang, Director of the Seoul Metropolitan Government’s Urban Transportation Office, stated, “Through the urban high-tech logistics complex project entering its main phase, we expect multifaceted benefits including improved logistics services within Seoul, the renovation of outdated facilities, and the expansion of infrastructure.” He added, “We will do our utmost to support administrative procedures so that the Seobu Truck Terminal High-Tech Complex can establish itself as a new landmark in the southwestern region.”
