'Banjiha Dense Areas' Myeonmok-dong in Jungnang-gu and Jongam-dong in Seongbuk-gu Selected as New Urban Planning Candidate Sites
The areas of Myeonmok-dong in Jungnang-gu and Jongam-dong in Seongbuk-gu, densely populated with semi-basement units vulnerable to flooding, will be redeveloped through Seoul City's Rapid Integrated Planning.
Seoul City announced on the 18th that it held the 3rd Rapid Integrated Planning Private Redevelopment Candidate Site Selection Committee on the 17th and selected two candidate sites. The target sites are around 172-1 Myeonmok-dong, Jungnang-gu, and 125-35 Jongam-dong, Seongbuk-gu.
This selection follows the change in the candidate site selection method for Rapid Integrated Planning from an annual process to a rolling application and monthly selection system starting in May. Including the newly selected sites, the total number of Rapid Integrated Planning private redevelopment candidate sites has reached 48.
Selected through comprehensive review of semi-basement and flood-vulnerable areas, urgency of maintenance, etc.
The review was conducted on four areas that were recommended by autonomous districts to Seoul City as resident application zones and finally requested for review by July. The Selection Committee comprehensively examined quantitative evaluation scores based on the announced selection criteria (draft), area characteristics, resident trends (approval rates), and whether reasons for non-selection had been resolved.
The Selection Committee consisted of related experts and city council members. When evaluating, they considered areas suitable for redevelopment conditions, focusing on the proportion of semi-basement houses vulnerable to flooding and safety, as well as aged and deteriorated residential areas.
The areas selected as candidate sites will begin the maintenance plan establishment service in the second half of this year and plan to establish maintenance plans through Rapid Integrated Planning.
Three major anti-speculation measures including non-selected areas to be implemented
Seoul City will implement three measures to prevent speculative activities arising from the activation of redevelopment projects applying Rapid Integrated Planning: ① Announcement of the rights calculation reference date ② Restriction on building permits ③ Designation of land transaction permission zones.
Accordingly, the rights calculation reference date for areas selected within 2023 will be officially announced as January 28, 2022, and the rights to purchase buildings will be calculated based on the day after the rights calculation reference date. Houses without ownership secured by the day after the rights calculation reference date will not be granted occupancy rights and will be subject to 'cash settlement.'
Furthermore, not only the selected candidate sites but also non-selected areas will be designated as 'building permit restriction zones' and 'land transaction permission zones.' Following subsequent administrative procedures, these designations will be implemented.

Han Byung-yong, Director of Seoul City's Housing Policy Office, said, "Since redevelopment selection has changed to rolling applications and selections starting this year, we will thoroughly review areas needing residential environment improvement and provide administrative support so that private redevelopment projects can be promoted more quickly and smoothly through Rapid Integrated Planning."
