Songpa-gu Checks Criminal Records of Security Personnel in All Apartment Complexes
By August 31, checks will be conducted on employment of individuals with sex crime and child abuse records in local apartment complexes

Songpa-gu (Mayor Seo Gang-seok) announced that from August 1 to 31, it will conduct a “Check on Employment of Individuals with Sex Crime and Child Abuse Records” targeting security personnel in apartment complexes within the district.
Under current law, the “Sex Offender Employment Restriction System” prohibits individuals with sex crime records from working at restricted facilities or institutions for up to 10 years. Therefore, apartment complex management entities must request criminal background checks from the police or obtain criminal record certificates when hiring security guards.
Measures to prevent crimes that may occur after employment are also being implemented. In accordance with relevant laws, the district has conducted annual “Criminal Record Checks for Apartment Complex Security Personnel” to create a safe residential environment and respond to potential risks.
Notably, this year’s inspection, conducted until the 31st, has significantly expanded its scope. The target now includes not only the 124 apartment complexes with 150 or more households that are legally required to be managed but also all apartment complexes with security personnel. As a result, about 2,000 security guards from 198 complexes, including non-mandatory complexes, are subject to inspection.
The inspection and action process is as follows: when the district requests security personnel personal information from apartment complex offices, it collects this information and forwards it to the local police station. If any security personnel with a criminal record within the past year are identified, the district demands their dismissal. If the apartment complex management refuses, a fine of up to 10 million KRW will be imposed.
Given the nature of security personnel’s duties, which are directly related to apartment security and involve frequent contact with residents, annual criminal record checks and dismissals are expected to greatly help prevent crimes that could occur within apartment complexes.
