"In the second half of this year, we will expand tax administration support for small and medium-sized enterprises (SMEs) in new and green technologies to help our economy recover vitality more quickly."
On the 10th, Kim Chang-gi, Commissioner of the National Tax Service (NTS), identified "strengthening support for export companies" as the key direction for national tax administration in the second half of 2023 at the 'Second Half Nationwide Tax Office Chiefs Meeting.' Through proactive tax support, the NTS aims to focus its capabilities on the early rebound of exports, which have been in decline for 10 consecutive months until last month.
Commissioner Kim stated, "So far, the NTS has established the 'Future Growth Tax Support Center' and supported exports and investments through active tax support, including corporate tax credit and exemption consulting and tax consulting for business succession," adding, "In the second half, we will systematically support export SMEs through cooperation with related agencies and public-private collaboration."
The NTS provides tax support such as extension of payment deadlines, exemption from tax payment guarantees, and early refund payments to export SMEs through the Future Growth Tax Support Centers established at the headquarters, seven regional offices, and 133 tax offices. This year, about 29,000 export SMEs were selected to receive corporate tax payment extensions and early refund payments by the NTS's own authority. Furthermore, starting from the second half of this year, SMEs certified in new technologies and green technologies, such as new materials and energy/resource saving, will be added to the support targets. In particular, customized tax consultation services will be additionally provided to export and new industry companies.
Taxpayer rights protection will also be strengthened. The NTS operates an objection system that allows taxpayers whose rights have been infringed by illegal or unfair tax administration to request cancellation or modification of tax dispositions, and plans to operate this system more quickly and fairly. First, small cases (under 50 million KRW) with many low-income taxpayers will be intensively reviewed through a dedicated small case team established in April this year for early processing, and an analysis team will be expanded to handle objections to prevent errors based on the judgment of a single reviewer during early processing. Additionally, tax review experts, including specialized reviewers, will be assigned to the Taxpayer Protection Office to ensure fair objection handling.
The taxpayer reward system will be reorganized to diversify criteria and raise the level of honors. The currently separate 'Model Taxpayer' and 'Beautiful Taxpayer' programs will be integrated, reducing quantitative evaluations such as tax payment amounts, while increasing the weight on corporate recovery efforts and social contributions. The honors for diligent taxpayers, workers, and donors/volunteers will be elevated.
Welfare tax administration to support livelihoods will be strengthened. Earned income and child tax credits will be paid earlier than the statutory deadline of September 30 through expedited review, and income tax refunds unclaimed over the past five years (2018?2022) will be calculated, notified for filing, and paid before this year's Chuseok holiday.

The NTS will maintain a reduced tax audit stance in the second half of this year while conducting meticulous revenue management to secure the relevant tax revenue budget, and will focus investigative capabilities on malicious tax evasion for strict enforcement. Commissioner Kim said, "We will maintain a reduced tax audit stance in the second half, operating as cautiously and meticulously as possible," adding, "We will meticulously manage the filing and payment status of major tax items and thoroughly monitor tax revenue trends, while strictly responding to malicious tax evasion such as unfair tax evasion abusing superior positions, sophisticated offshore tax evasion, tax evasion closely related to livelihoods, and new online-based industry tax evasion."
