Accordingly, the Central Disaster and Safety Countermeasures Headquarters has ordered all agencies to establish an emergency duty system to minimize casualties caused by the typhoon's northward movement.
First, for high-risk areas such as coastal lowlands and underground workplaces near the coast, continuous surveillance is to be conducted, with prompt pre-control measures and suspension of operations recommended if necessary. Underground passages should have designated persons in charge assigned and deployed on-site to quickly control the area in case of danger. Furthermore, contact information of helpers pre-matched with vulnerable evacuation groups should be reorganized, and even minor risk factors should trigger immediate evacuation, taking an excessive approach. For swift and thorough evacuation, cooperation with the police is to be ensured to carry out evacuations.
Additionally, all agencies are to maintain emergency duty status until the typhoon completely passes through the country, and any reported disaster situations should be directly reported to the heads of agencies, who will lead the response efforts. During periods of concentrated strong winds and heavy rain, outdoor activities should be refrained from, and various publicity methods such as disaster text messages, village broadcasts, and disaster warning systems will be utilized to strengthen public guidance and instructions on how to act.
