SH Corporation Installs 'Black Box' at Construction Sites Including Godeok Gangil 2 Complex
Seoul Housing and Communities Corporation (SH Corporation) recently announced the full implementation of ‘video record management’ to prevent various construction site safety accidents and poor construction practices, such as the recent underground parking lot collapse accident in Geomdan, Incheon.
SH Corporation stated on the 4th that it has incorporated the ‘Seoul Special City Construction Contract Special Conditions,’ which mandate video recording for major construction processes under the ‘Safety Contract Special Conditions,’ and will expand the application of video record management starting with Godeok Gangil 2 Complex and Dapsimni 17 District.
The Safety Contract Special Conditions are internal regulations established by SH Corporation to prevent industrial accidents in construction and comply with the Serious Accidents Punishment Act. They include provisions on ▲establishing and implementing safety management plans ▲deployment of safety managers and procedures for handling work in case of serious accidents ▲budgeting and use of safety management costs ▲compliance with SH Corporation’s safety-related regulations. These conditions were enacted in December last year, with the mandatory ‘video record management’ regulation added this year.
The construction sites subject to video record management include ▲projects with an estimated cost of 10 billion KRW or more (including private projects) ▲projects with an estimated cost below 10 billion KRW but involving demolition and dismantling (such as bridges, overpasses, building dismantling) ▲and other projects deemed necessary by the head of the ordering department.
Earlier, Seoul Mayor Oh Se-hoon emphasized ‘qualitative improvement of public housing’ as a key task during his New Year report visit to SH Corporation in January last year. In response, SH Corporation has made ‘video record management’ mandatory to secure construction site quality, analyze causes and facilitate early resolution in case of accidents, and prevent safety accidents.
Accordingly, contractors must establish a video recording plan before the commencement of construction and obtain review, confirmation, and approval from supervisors. Detailed standards for important processes must comply with the ‘Seoul City Construction Project Video Record Management Manual.’
Furthermore, SH Corporation plans to conduct focused inspections on the management status of target sites to ensure the substantial operation of ‘video record management’ at construction sites. Through this, it aims to lead the prevention of poor construction practices and safety accidents, continuing achievements such as ‘zero fatal accidents’ in 2022 and a ‘62% reduction’ in safety accident rates compared to 2021.

Kim Heon-dong, President of SH Corporation, said, “We will establish a system that can respond quickly in case of accidents by utilizing video record management,” adding, “It will function as a rapid response system for safety accidents and be used to fulfill our responsibility for the safety of on-site workers and citizens.”
