Police: "Distribution of Sillim-dong Video Raises Concerns of Secondary Harm... May Lead to Criminal Charges"
On the afternoon of the 21st, a police line was set up near Exit 4 of Sillim Station in Gwanak-gu, Seoul, where a stabbing incident occurred. On that day, a suspect wielded a weapon at this location, resulting in one death and three injuries, who were transported to the hospital.

The police have stated that those who indiscriminately distribute videos capturing the crime scene related to the Sillim-dong stabbing murder case may face criminal charges.
On the 23rd, the Seoul Metropolitan Police Agency announced, "Closed-circuit television (CCTV) footage showing the crime scene of the murder that occurred on the 21st in Sillim-dong, Gwanak-gu, Seoul, is currently being indiscriminately circulated and posted," adding, "This raises serious concerns about secondary harm to the bereaved families and victims." They further stated, "Such actions can be subject to criminal punishment under the Act on Promotion of Information and Communications Network Utilization and Information Protection (Information and Communications Network Act)."
According to the Information and Communications Network Act, anyone who publicly reveals facts through an information and communications network with the intent to defame a person and damage their reputation may be punished by imprisonment for up to three years or a fine of up to 30 million won.
Additionally, repeatedly delivering crime videos that induce fear or anxiety to others can result in imprisonment for up to one year or a fine of up to 10 million won under the same law.
Currently, the police are monitoring online communities and social media platforms to prevent the indiscriminate distribution and spread of crime videos that could cause secondary harm to the bereaved families and victims and create public anxiety, and are taking measures to delete and block such videos.
