[Reporter’s Notebook] Jeju Provincial Assembly Faces National Embarrassment if It Hesitates on Disciplinary Action over Prostitution Allegations
As disciplinary proceedings regarding Jeju Provincial Assembly member Kang Kyung-heum's prostitution allegations commenced on the 19th, criticism has arisen among Jeju residents about the morality of the Jeju Provincial Assembly, following reports that some assembly members believe allegations alone are insufficient grounds for disciplinary action.
Jeju Provincial Assembly Chairman Kim Kyung-hak officially apologized to the residents during the plenary session on the 19th, expressing a deep sense of responsibility and pledging to establish measures to prevent recurrence before starting the disciplinary process against Assemblyman Kang. However, according to some reports, certain assembly members have questioned whether disciplinary action is appropriate given that no police investigation or court ruling has yet been issued.
As Kang’s prostitution allegations have become known nationwide, public disappointment and criticism focus not only on the allegations themselves but more significantly on the fact that he visited the establishment?where foreigners were illegally detained and human rights violated?three times, paid for drinks, and that the allegations arose during a period when he should have been refraining from activities following a drunk driving incident.
Whether Kang engaged in prostitution will be determined by police investigation, but the fact that he frequented the establishment during a time when he should have been refraining from public activities due to drunk driving and disciplinary proceedings is sufficient to question his qualifications as an assembly member.
The period during which he visited the illegal establishment should be clarified through Kang’s submission of remittance records and explanations; however, to date, he has not provided any explanation regarding the timing of his visits.
The establishment was exposed for illegally detaining foreigners and operating from November last year to March this year, and Kang was caught for drunk driving in February, resulting in overlapping periods of self-restraint and disciplinary action.
Furthermore, if Kang failed to recognize the illegality despite visiting the illegal establishment three times, consuming alcohol, and sending payments, it raises questions about whether he lacks capability or awareness, making his explanation difficult to understand.
Regardless of the truth of the prostitution allegations, Kang’s conduct, which damages the dignity expected of an assembly member, is abundant, and the defense of him by some during the disciplinary process appears to be leading to the self-destruction of the Jeju Provincial Assembly.
In the vote on the 30-day suspension disciplinary measure for Kang’s drunk driving in February?the first such suspension in the history of the Jeju Provincial Assembly?8 out of 35 assembly members voted against the measure.
While most media criticized the 30-day suspension for drunk driving as a lenient punishment, the 8 dissenting votes are interpreted as advocating for a harsher penalty.
Youth politics carries freshness and righteousness untainted by the times but also possesses instability due to lack of experience.
One cannot help but regret that if, at the time of the drunk driving incident in February, there had been stern disciplinary action along with human advice and guidance from senior colleagues, the outcome might have been different.
Recently, youth politics has been most active since the 1990s when the 586 politicians were active, and as a symbol of youth politics, I would like to offer a word of advice to Kang Kyung-heum, who entered the Jeju Provincial Assembly at the youngest age ever in his 20s.
Do not try to overcome this situation with the cunning tactics of established politics, undermining the freshness and righteousness of youth politics. Instead, to advance youth politics, I hope Kang himself will take responsibility and resolve the issue, as this is the way to serve the Jeju Provincial Assembly and youth politics in South Korea.
