Bucheon City Conducts Resident Registration Fact-Finding Survey... Also Verifies Unregistered Birth Children
Bucheon City in Gyeonggi Province will conduct the "2023 Resident Registration Fact-Finding Survey" for all citizens until November 10. The reporting period for unregistered births will also be operated until October 31.
According to the city on the 21st, this year's resident registration fact-finding survey will be conducted about two months earlier than last year, and in connection with the survey, efforts will be made to identify children with unregistered births. This is a proactive measure to find unregistered children as social interest in children whose births have not been registered has recently increased.
The resident registration fact-finding survey investigates whether the registered address matches the actual residence. From the 24th of this month to the 20th of next month, a non-face-to-face digital survey will be conducted, followed by visits from community leaders and public officials from the 21st to October 10 to verify the information. The non-face-to-face digital survey was introduced last year due to the increase in dual-income and single-person households, making in-person visits difficult. Survey participants access the Government24 app and respond to the fact-finding questions. Those who participate in the non-face-to-face digital survey do not need to participate in the subsequent visit survey.
The visit survey targets households that did not participate in the non-face-to-face digital survey and "priority survey target households." However, for priority survey target households requiring detailed verification of actual residence, visits will be conducted even if they participated in the digital survey. This year's priority survey target households include welfare-vulnerable groups (high-risk individuals identified by the Ministry of Health and Welfare's welfare crisis household detection), suspected deceased persons, long-term absentees and school-age children not attending school, centenarians aged 100 or older, and those missing for more than five years.
If the survey finds discrepancies between the resident registration details and the actual residence, the resident registration information will be corrected ex officio through a notification and announcement process from October 11 to November 10. Voluntary reporting during the resident registration fact-finding survey period can reduce fines imposed under the Resident Registration Act by up to 80%.
Meanwhile, during the reporting period for unregistered births, a nationwide campaign will be conducted in cooperation with civic groups and the local community to encourage anonymous and voluntary reporting of unregistered births, and unregistered children will be identified mainly through child welfare facilities. In particular, a special task force (TF) for supporting unregistered children will be operated to provide integrated services such as birth registration, emergency welfare, and legal support when unregistered children are identified.

Cho Yong-ik, mayor of Bucheon City, said, "Since this survey is conducted to enable residents to receive administrative services more conveniently and accurately, we ask for active cooperation," and added, "We will do our best to find unregistered children outside the system in connection with the resident registration fact-finding survey."
