Plan to Install Emergency Bells in All Public Parking Lots by Next Year to Build a Dense Regional Safety Infrastructure
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) is installing safety emergency bells in unmanned public parking lots to prevent accidents and crimes, creating a safer parking environment.
Recently, unmanned parking lots, which require less labor cost and are easier to manage, have been increasing. Among the 30 off-street parking lots in the district, 26 are operated unmanned. Due to this situation, crimes occur in CCTV blind spots, and residents using the parking lots feel increased anxiety.
According to statistics from the National Police Agency, about 26,553 crimes occurred in parking lots in 2021, with frequent cases of sexual harassment, assault, and theft.
In response, the district is installing safety emergency bells in public parking lots to prevent crimes and enable prompt response in emergencies. This year, emergency bells were newly installed at four locations: Gyeongbu 3rd Green Underground Public Parking Lot (10 units), Dangsan Neighborhood Park Underground Public Parking Lot (6 units), Singil 4-dong Village Park Underground Public Parking Lot (9 units), and Yeongdeungpo Girls' High School Underground Public Parking Lot (5 units). As a result, emergency bells have been installed in 10 out of 13 building-type public parking lots.
The emergency bells are installed on a bright yellow background for high visibility, allowing anyone to easily find them in an emergency. Additionally, they are installed in every corner, including between walls and inside restrooms, minimizing blind spots.
When the emergency bell is pressed, it connects to a 24-hour control room where staff monitor CCTV and attempt voice communication. In case of an emergency, the police station is immediately notified.
Especially in the Gyeongbu 3rd Green Underground Public Parking Lot, where many pillars make visibility difficult, there are voice recognition emergency bells that connect directly to the control room when someone shouts phrases like "Help me" or "Save me."
The district expects that the installation of emergency bells will alleviate residents' anxiety when using parking lots and prevent crimes. Following the four locations this year, the district plans to complete the installation of emergency bells in all building-type public parking lots sequentially by 2024.

Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, "Resident safety is the top priority in any space," and added, "We expect that the installation of these safety emergency bells will help reduce residents' anxiety and prevent accidents." He also stated, "We will continue to create a safe city Yeongdeungpo through thorough safety management and elimination of safety blind spots."
