"If My Sick Mother Dies and I Get Temporary Release, I'll Escape": Busan Spinning Kick Perpetrator Plots Revenge
Ministry of Justice Imposes 30 Days of Solitary Confinement
Testimonies have emerged that the perpetrator of the so-called "Busan spinning kick incident," identified as Mr. A, who brutally assaulted a woman in her 20s on her way home, repeatedly contemplated escaping from prison and made statements about seeking revenge against the victim. After confirming these statements, the Ministry of Justice imposed a disciplinary measure of 30 days in solitary confinement on Mr. A.
On its June 29 broadcast, the MBC current affairs program "True Story Exploration Team" revealed a letter sent by Mr. B, who claims to have been an inmate with Mr. A at the detention center.

View original imageIn the letter, Mr. B wrote, "(Mr. A) said that during his first trial, he saw the victim and wanted to run out into the audience and kill her." He also stated, "He said that even if he is released from prison after 12 years, he will be 43 years old and his life will be over, so he will kill everyone and go live in the mountains."
Mr. B further claimed that Mr. A made specific statements about planning an escape and seeking revenge against the victim.
Mr. B said that Mr. A remarked, "I will intentionally injure myself, go out for external medical treatment, and try to escape," and "My mother is sick. I might as well die, but if my mother dies, I will be granted temporary release for her funeral, and I will escape then and kill everyone."
Another inmate, Mr. C, also stated, "Mr. A said that because the victim reported the case to the media and it became a public issue, he received a 12-year sentence instead of the 2 to 3 years he would have gotten for assault," indicating that Mr. A showed no remorse.
In response, the Ministry of Justice announced that, after an investigation by the Busan Detention Center and the Daegu Regional Correctional Agency's Special Judicial Police, Mr. A was given a disciplinary measure of 30 days in solitary confinement.
Solitary confinement is the most severe of the 14 levels of disciplinary action imposed on inmates in correctional facilities. Those subjected to solitary confinement are placed in a single cell and are not allowed to participate in group activities. Their work incentives are reduced, and, in principle, they are prohibited from watching TV, making phone calls, or receiving outside visitors.
The Ministry of Justice also stated, "If Mr. A's criminal charges are confirmed, the special judicial police will file a case and refer it to the Busan District Prosecutors' Office," adding, "Once Mr. A's sentence is finalized, he will be transferred to a correctional facility far from the victim."
Meanwhile, Mr. A is accused of following a woman on her way home around 5 a.m. in May of last year, brutally assaulting her with a spinning kick in front of an elevator in an officetel in Busanjin District, and, after the victim lost consciousness, carrying her to a CCTV blind spot and attempting to sexually assault her.

Mr. A was sentenced to 12 years in prison for attempted murder in the first trial. However, during the second trial, additional evidence was found showing Mr. A's DNA in several places inside the victim's jeans, leading to the charge being changed from "attempted murder" to "attempted rape and murder." The appellate court sentenced Mr. A to 20 years in prison, but Mr. A appealed, and the case has now been sent to the Supreme Court.
