System to Prevent Distribution of Illegal Filmed Materials Taking Root
The Korea Communications Commission announced on the 30th that "According to the analysis of the 2022 Transparency Report on the Handling of Illegal Filming Materials, the deletion and blocking of illegal filming materials in 2022 totaled 153,491 cases, which is a 4.5-fold increase compared to the previous year."
Reports also surged to a total of 218,931 cases compared to 14,977 cases in the previous year. The sharp increase in reports, deletions, and blocking of illegal filming materials is interpreted as a result of users actively reporting and information and communication service providers strengthening technical and managerial measures, indicating that the system to prevent distribution is effectively taking root.
The businesses disclosing the transparency report this time include 90 domestic and international internet companies such as Naver, Kakao, Google, Meta, Twitter, and webhard providers. These are value-added communication service providers such as SNS, communities, internet personal broadcasting, and search portals with sales exceeding 1 billion KRW or an average daily user count of over 100,000. Acting Chairman Kim Hyo-jae of the Korea Communications Commission stated, “Although the system has been improved and public-private cooperation has been strengthened since the N-bunbang incident, illegal filming materials are still being distributed, causing secondary damage. Therefore, it is necessary to strengthen the self-regulation of information and communication service providers,” adding, “In particular, the distribution of illegal filming materials is a serious crime that causes irreparable harm to victims, so all citizens should monitor and easily report by enhancing the reporting function.”

The Korea Communications Commission plans to strengthen technical and managerial monitoring and on-site inspections targeting information and communication service providers to eradicate the distribution of illegal filming materials online, conduct additional training for responsible personnel, and expand public-private cooperation for rapid response.
