Guro-gu (District Mayor Moon Heon-il) has begun installing flood prevention facilities targeting semi-basement houses in the area in preparation for the summer rainy season.
On the 31st, Guro-gu announced that it has completed a survey of over 8,000 semi-basement households this month and plans to provide free evacuation and flood prevention facilities to places at risk of flooding.
Since last summer’s record-breaking heavy rain caused significant damage, the district aims to minimize damage by taking proactive measures.
The district divided the full survey of semi-basement houses into four stages: 10 households with severe disabilities in 2022 (Stage 1) and 36 households with elderly and children (Stage 2) were surveyed. This year, 1,956 households at risk of flooding (Stage 3) and 7,142 semi-basement houses excluding those surveyed in the first three stages (Stage 4) were inspected.
Based on flood risk levels categorized as ▲Very High ▲Moderate ▲Slight ▲Unnecessary, 21 architectural experts conducted visual inspections of the houses, and additional on-site measurements were taken where support was deemed necessary.
After completing the survey, the district will actively support the installation of evacuation and flood prevention devices such as openable security windows, water barriers, submersible pumps, and flood prevention curbs for eligible houses.
Since March, Guro-gu has also been conducting a housing upgrade support project targeting 1,589 households living in semi-basement houses.
Over approximately two months, interviews were conducted via visits or phone calls to assess occupancy types and relocation demand.
For those wishing to move to above-ground floors who responded to the interviews, in-depth counseling is provided at the Guro-gu Housing Safety Comprehensive Center’s Housing Counseling Office. Through this, applicants can receive support for moving into public rental housing managed by Korea Land & Housing Corporation and Seoul Housing & Communities Corporation, as well as private rental housing, along with relocation expenses and interest-free loans for deposits.
Additionally, the district is promoting various policies to improve living conditions, such as providing up to 200,000 KRW per month for a maximum of 24 months in housing costs when households affected by flooding last year relocate to above-ground floors.
