The government will adjust the wages of graduate students in science and engineering to reflect reality. This is a comprehensive reform of the system to resolve the structural problem where students find it difficult to protest even when professors embezzle wages intended for graduate students.
On the 26th, the government announced this plan at the 2nd Talent Development Strategy Meeting chaired by Prime Minister Han Duck-soo.
First, the government will improve the poor treatment of science and engineering graduate students. The system will be overhauled to allow graduate students in science and engineering to receive a certain minimum percentage of wages when carrying out research projects. For example, universities will be required to set a minimum wage allocation rate for students. Allocating a certain percentage of group research funds as student wages is also being considered. Including student wage allocation standards in university information disclosure is also under review.
This measure aims to prevent cases where some professors embezzle wages intended for graduate students. Students find it difficult to actively protest even if professors embezzle funds because the professor’s influence within the lab is absolute. Professors also have significant influence over the future of graduate students.
The legal status of postdoctoral researchers in science and engineering will also be guaranteed. They will be explicitly recognized as university members under the Higher Education Act. Opportunities for training will be increased. National scholarship support, such as the Presidential Science Scholarship, will also be expanded. The number of projects supported by science and engineering academic support programs was 4,769 last year and will increase to 4,807 this year.
Additionally, green talents in six promising fields including climate, water, and resource circulation will be actively supported. Specialized graduate schools and specialized high schools will expand their fields according to corporate demand. Leading and innovative convergence universities will be newly designated to produce customized talents. An ‘Eco-Up Innovation Convergence University’ will be established and operated starting this year. A new interdisciplinary curriculum will be created here to foster convergence-type talents.
As global environmental regulations increase, talents in environmental and social transparent management (ESG) will also be nurtured. To strengthen support for the green industry, entrepreneurship capacity-building programs will be expanded. A ‘Mid- to Long-Term Strategy for Energy Workforce Development’ covering carbon neutrality and energy security will also be created. The goal is to cultivate 20,000 energy specialists by 2030. A roadmap for 118 projects in 14 promising fields such as nuclear power, energy efficiency, and hydrogen will be prepared and linked to workforce development annually.
To strengthen cooperation between regional universities and the energy industry, the system for nurturing local talents will also be enhanced. In the fields of nuclear power and hydrogen, a new ‘Export Specialization Talent Development’ program has been created. This is to promote joint research with top global universities and research institutions.

The Talent Development Strategy Meeting was launched on February 1st. It aims to establish and manage comprehensive and systematic talent development policies at the national level through cross-ministerial and private sector collaboration. In the future, plans for talent development in aerospace, future mobility, and advanced components will also be prepared. The Talent Development Strategy Meeting will continuously manage and monitor the smooth implementation of tasks for nurturing talents in advanced fields.
