Yoon's 518 Commemorative Speech Shows Shift from 'Unity' to 'Struggle Against Threats to Democracy'
Last year emphasized 'National Unity,' this year emphasizes 'Resistance'

President Yoon Suk-yeol attended the 5·18 Democratic Movement Commemoration Ceremony for the second consecutive year and delivered a commemorative speech. While in the first year he defined the 5·18 Democratic Movement as the defense of freedom and democracy, emphasizing national unity, this year he stressed it as a 'resistance' against forces threatening liberal democracy.
He sought agreement with the government's stance of boldly confronting attempts to change the status quo by force, such as North Korea's repeated nuclear and missile provocations, Russia's illegal invasion of Ukraine, and China's threat to invade Taiwan, and criticized opposition parties that do not join this effort. This can also be interpreted as an attempt by the government and ruling party to secure the spirit of the 5·18 Democratic Movement and the support of Honam, which have been monopolized by opposition parties like the Democratic Party of Korea and the progressive camp.
On the morning of the day, President Yoon attended the 43rd 5·18 Democratic Movement Commemoration Ceremony held at the National 5·18 Democratic Cemetery in Buk-gu, Gwangju Metropolitan City, and stated in his commemorative speech, "If we do not forget and inherit the spirit of May, we must stand up and fight boldly against all forces and challenges that threaten freedom and democracy, and have such practical courage."
Previously, at last year's 5·18 Democratic Movement Commemoration Ceremony, President Yoon emphasized unity by describing the spirit of May as "the cornerstone of national unity that defended liberal democracy with blood," and "the restoration of universal values and the very spirit of the liberal democratic constitution," making this year's remarks notably stronger in tone.
In particular, President Yoon emphasized that "if we do not fight against internal and external challenges that cause a crisis in democracy, it would be shameful to speak of the spirit of May." His remarks on this day were effectively a criticism of the opposition parties for not fighting for liberal democracy, while also interpreted as an attempt to draw the support of Honam, traditionally an opposition stronghold, to the government and ruling party.
In response to North Korea's nuclear and missile provocations, President Yoon, during his state visit to the United States last month, held a summit with U.S. President Joe Biden and agreed on the Washington Declaration and the establishment of the Korea-U.S. Nuclear Consultative Group (NCG). However, Democratic Party leader Lee Jae-myung and others criticized these as 'global sucker diplomacy' and 'mental victory,' and also disparaged President Yoon's foreign media interview comments on Russia's invasion of Ukraine and the China-Taiwan issue as 'self-harming diplomacy,' leading to confrontation.
In his commemorative speech, President Yoon said, "The spirit of May is completed through freedom, creativity, and innovation, as well as the industrial achievements and economic development of Gwangju and Honam," and promised, "I will properly support the innovative spirit of Gwangju and Honam so that it can achieve advancement in artificial intelligence (AI) and cutting-edge science and technology."

A presidential office official told Asia Economy in a phone interview that regarding the Democratic Party's so-called 'one-point constitutional amendment' to include the spirit of the 5·18 Democratic Movement in the preamble of the constitution, "It is a strong criticism that those who turn a blind eye to North Korea's horrific human rights situation and ally with totalitarian authoritarianism that ignores individual freedom and human rights are using the spirit of May for freedom and human rights as a trick to break through a corrupt phase, which is a desecration of the 5·18 spirit."
