Gochang-gun Cancels Disposal of Alternative Development for Shellfish Aquaculture Farms
Gochang-gun, Jeollabuk-do, has canceled the alternative development disposition of the shellfish aquaculture farm in Mandol-ri, Simwon-myeon.
According to the county on the 5th, the shellfish aquaculture farm in question is one of three farms conditionally approved for alternative development.
As a follow-up measure to the 2019 “Maritime Boundary Jurisdiction Dispute Arbitration between Gochang-gun and Buan-gun,” the alternative development disposition was made in June last year for the waters under Gochang-gun’s jurisdiction with approval from Jeollabuk-do.

Subsequently, regarding the alternative development waters conditionally approved by Jeollabuk-do, a complaint was raised stating that “the consent form was submitted without the agreement of the fishing village cooperative.”
The county requested confirmation twice from the fishing village cooperative to verify whether opinions had been collected, and later confirmed through the cooperative’s response letter that the opinion collection procedure had not been conducted.
Consent without the fishing village cooperative’s opinion collection procedure violates the provincial conditional approval. Last month, after a hearing process with the holders of the fishing rights for the alternative development disposition, the alternative development disposition was canceled.
If there are objections to the cancellation of the alternative development disposition, administrative appeals and administrative lawsuits can be filed within 90 days.
A county official stated, “If the fishing rights holders agree to the cancellation disposition, we plan to prepare alternative farms through a licensed aquaculture farm utilization development plan.”
