Oh Se-hoon Conducts 'Creative Administration' Special Lecture for Mid-Level Executives
Seoul City 'Creative Leadership Education'
Before the full-scale implementation of creative administration in the 8th term of the Seoul Metropolitan Government, the city is taking proactive steps to spread a creative atmosphere within the organization. On the 27th, Seoul announced that it will conduct ‘Creative Leadership Training’ for all key managers at the section chief level (Seogwan) to foster a creative and proactive organizational culture.
Mayor Oh Se-hoon, at a meeting with Seoul city employees to welcome the New Year of 2023, the Year of the Black Rabbit (Gyemyo-nyeon, 癸卯年), emphasized creating an organizational culture that does not hesitate to try new approaches to realize Seoul’s top priority value of “Companion and Charming Special City Seoul,” and urged Seoul city employees to become “first movers.”
To this end, Seoul will conduct ‘Creative Leadership Training’ for all 240 section chief-level public officials by the 10th of next month.
This training aims to enhance creative leadership capabilities that can drive organizational change and produce tangible results, as well as to cultivate a creative and convergent mindset for innovative problem-solving.
The training will be conducted over two days (12 hours) per cohort. On the first day, the curriculum will focus on fostering managers’ creative mindset through topics such as ‘Understanding Creative Administration and Changes in Work Methods’ and ‘Mastering Creative Problem-Solving Techniques.’
On the second day, the program will include courses to strengthen leadership skills, such as ‘Effective Communication Techniques with Stakeholders and Employees’ and ‘Conflict Resolution for Differences in Work Styles Across Generations and Ranks.’
In particular, on the first day of the entire training schedule, the 27th, Mayor Oh Se-hoon will personally deliver a special lecture on creative administration and hold a Q&A session with employees.
Seoul plans to expand the training target to include heads of departments, bureaus, and divisions in the future to ensure the successful establishment of a creative and proactive organizational culture for realizing the Companion and Charming Special City.

Jung Sang-hoon, Director of the Seoul Metropolitan Government’s Administrative Bureau, stated, “This core manager leadership training, which will lead organizational change, will serve as an opportunity to spread a creative atmosphere within the organization and revive the momentum for change and innovation.” He added, “Based on this, we expect to enhance Seoul’s competitiveness and improve administrative services for citizens.”
