[Asia Economy Reporter Park Jong-il] Seocho-gu (District Mayor Jeon Seong-su) announced that starting this year, it will hold distinctive festivals by season and theme to create ‘a charming Seocho where the fragrance of four-season culture flows.’
In spring, the district plans to hold the ‘Spring Night Classical Festival’ at Yangjaecheon Stream, and in summer, the ‘Seoripul Youth Festival’ at the Express Bus Terminal Plaza and other locations. In autumn, a more upgraded high-quality cultural festival, the ‘Seoripul Festival,’ will be held along Banpodaero, and finally in winter, ‘New Year & Year-End Special Concerts’ will be held at Seocho Culture & Arts Center and other venues.
The curtain-raiser will be the special New Year’s concert ‘Seoripul Gala Concert’ held on the 13th. This festival, under the concept of ‘Happy Companionship,’ will sing of a vigorous leap and hope for the new year through musical numbers and famous opera pieces, marking the start of the year.
In April, the ‘Spring Night Classical Festival’ will be held at Yangjaecheon Stream, where anyone can easily enjoy classical performances and a laser show. The festival’s concept is a ‘Charming Festival,’ transforming Yangjaecheon into a dramatic festival space and nurturing it as a representative spring festival where visitors can feel the romance of spring nights. The festival will feature planned classical performances and busking by young artists, along with a laser media show synchronized with classical music throughout the Yangjaecheon area. Additionally, a craft market will operate along the riverside of Yangjaecheon, exhibiting and selling handmade crafts by artists, as well as food trucks, allowing everyone to participate and enjoy.
In June, marking the start of summer, the ‘Seoripul Youth Festival’ will be held with the concept of ‘Beautiful Challenge.’ The district plans to create main sculptures reflecting youth participation and ideas at the Express Bus Terminal Plaza and Sadang Station overpass main spots. The festival will feature drawing performances by young artists and ‘Art of Battle,’ where the experimental spirit of youth art can be freely expressed. A youth busking stage, flea market by young artists, and eco-friendly no-plastic food trucks will also be prepared.
In September, the festival season, the ‘Seoripul Festival’ will be further upgraded and held along Banpodaero as a high-quality premium festival. Under the concept ‘Seocho Again with Music,’ an opening ceremony with various performances will be presented along Banpodaero. High-quality stages featuring classical, musical, and K-pop performances will be prepared, and a large-scale community choir involving students, legal professionals, religious groups, and various sectors will be conducted.
The ‘Seoripul Festival’ will also feature a 3D animation orchestra performance such as the Animal Festival, which brings dreams and joy to children. In addition, various street performances and experiential events for children will be operated, including an upgraded ‘World’s Largest Sketchbook’ through artists’ retouching and media shows.
Finally, in December, the year-end special concert ‘Adieu 2023!’ will be held. It will conclude the eventful year with a collaborative book concert by famous writers and artists and a New Year’s Eve concert.
Seocho District Mayor Jeon Seong-su said, “Through seasonal and themed festivals, we will lead a cultural golden age where all residents can easily enjoy cultural life and create a high-quality cultural city Seocho where the fragrance of four-season culture flows.”

Seongdong-gu, Designated as a Preliminary Cultural City, Aims for Legal Cultural City Status in October with Smart Cultural City Vision
Seongdong-gu (District Mayor Jeong Won-oh) announced that on the 3rd, it held the opening ceremony of the Seongdong Cultural City Center as the first step toward becoming a smart cultural city.
The Cultural City Center, opened on the basement first floor of Seongdong Cultural Hall, will play a pivotal role in the overall planning of cultural city creation projects, discovering and operating various committees, consultative bodies, and governance organizations. It will oversee project execution as well as administrative and financial tasks across the cultural city domain.
Seongdong-gu, designated as the 5th preliminary cultural city in September last year, has the vision of a ‘Smart Cultural City,’ aiming to use Culture Technology to increase cultural accessibility so that anyone can enjoy and produce culture without barriers.
The unique aspect of Seongdong-gu’s cultural city is that companies form another pillar of the cultural city together with residents. The district plans to build governance with cultural and artistic companies and residents as core partners, establishing a communication platform to discuss and collaborate on the direction of the cultural city. It also aims to organically connect existing cultural resources to create new content and services, establishing differentiated urban branding unique to Seongdong.
Starting with the launch of this Cultural City Center, the preliminary cultural city project will be promoted for one year, and in October this year, the decision on legal cultural city designation will be made. If designated, the city will receive national and municipal funding and execute a total budget of 20 billion KRW over five years.
