[Asia Economy Reporter Jang Hee-jun] Kim Jong-un, Chairman of the State Affairs Commission of North Korea, used harsh expressions such as "hate the enemy endlessly" to rally internal unity among children around 10 years old participating in the Korean Children's Union conference. The move to foster hostility in the younger generation is interpreted as reflecting concerns that it may become difficult to control the youth due to the continuous influx of external cultural products such as South Korean content.
According to the Korean Central News Agency on the 28th, Chairman Kim sent a letter to the 9th Korean Children's Union conference held in Pyongyang on the 26th and 27th, emphasizing, "What comrades must never forget even for a moment is that today, the American bastards and their henchmen are trampling on comrades' nests and are constantly looking for opportunities to steal hope."

He continued, "Even at this very moment, the People's Army is confronting the enemy bastards at the border posts of the homeland," and urged, "Children's Union members must hate the enemies of the revolution endlessly and take the lead in supporting the People's Army with the spirit of fighting against those bastards."
He also repeatedly emphasized, "We must make and send children's tanks and cannons, and if the enemies attack, fight bravely like the telephone children's guards and show the might of the 3 million Korean Children's Union members."
Given that Chairman Kim used somewhat harsh expressions to control even the thoughts of children, it is analyzed that the North Korean authorities fear ideological relaxation among the younger generation due to difficulties in controlling the spread of COVID-19 and the continuous influx of foreign culture.
Earlier, when Chairman Kim visited the Mangyongdae Revolutionary Academy, an elite educational institution in North Korea, in October, he referred to external cultural products as 'tamae' and ordered, "Do not let even the tip of a needle penetrate." 'Tamae' means something considered very dirty and contemptible.

Also called the 'Red Scarf Troop,' the Korean Children's Union was founded in 1946 as an organization under the Youth League. Students aged between 7 and 14 are required to join, and according to Chairman Kim's remarks, the number of members is estimated to be 3 million. Kim Ju-ae, Kim Jong-un's second daughter born in 2013, falls within this age range but was neither mentioned nor appeared separately at this conference.
Previously, the Central Committee of the Socialist Patriotic Youth League had announced that this conference would be held in early June, but the North Korean authorities postponed it to the end of the year after officially acknowledging the influx and spread of COVID-19 in May and focusing all efforts on quarantine. The previous 8th conference was held at the 4.25 Cultural Hall located in the Moranbong District of Pyongyang, and this conference is understood to have been held at the Ryugyong Sports Complex.
