Fair Trade Commission Establishes 'Gisul Yuyong Gamsigwa' Division and Expands Workforce
[Asia Economy Reporter Eunju Lee] The Fair Trade Commission (FTC) is strengthening law enforcement against technology theft from small and medium-sized enterprises (SMEs) by establishing a Technology Misappropriation Monitoring Division and reinforcing dedicated personnel.
According to the FTC on the 20th, the organizational amendment to the FTC system, which regularizes the previously temporary Technology Misappropriation Monitoring Team into the Technology Misappropriation Monitoring Division and expands its personnel, has passed the Cabinet meeting. The amendment will take effect from the 27th.
The Technology Misappropriation Monitoring Division will consist of 11 experts, including patent attorneys, lawyers, accountants, science and engineering majors, and personnel exchanged from the Korean Intellectual Property Office. The plan is to reassign the existing 9 members of the Technology Misappropriation Monitoring Team and add 2 more. Additionally, a Technology Review Advisory Committee composed of 40 technical experts from various fields will be formed to utilize external expertise and handle technology misappropriation cases exclusively.
The FTC will also increase the personnel in the Construction Service Subcontract Improvement Division from 9 to 11. Furthermore, to improve unfair subcontracting transactions in new and future industries such as software, advertising, and cultural content, dedicated personnel for service subcontracting will be reinforced.

Technology misappropriation acts are serious unfair trade practices that can undermine the competitiveness of SMEs, and there have been calls to strengthen responses to them. The FTC believes that the establishment of the Technology Misappropriation Monitoring Division and the expansion of personnel will contribute to eradicating technology theft from SMEs. Chairman Han Ki-jung of the Fair Trade Commission stated, “Through the establishment of the Technology Misappropriation Monitoring Division, we will further strengthen law enforcement against technology theft from SMEs in the future.”
