Research Institution Selection and Initiation Report in January Next Year, Research Conducted Until December
[Asia Economy Reporter La Youngcheol] Gyeonggi Province has taken a full-fledged step by commissioning a policy research project to draw a blueprint containing the basic plan and vision for the establishment of the Gyeonggi Northern Special Self-Governing Province.
Gyeonggi Province announced on the 20th that it is currently conducting a bidding process for the "Research Project on Establishing the Basic Plan, Vision, and Development Strategy for the Gyeonggi Northern Special Self-Governing Province." Earlier, in the second supplementary budget last November, the province secured 200 million KRW for the policy research project.
The province stated, "We plan to entrust an external research institution with high objectivity and expertise to conduct in-depth research necessary for establishing the Gyeonggi Northern Special Self-Governing Province."
The main research tasks include ▲the justification for establishing the Gyeonggi Northern Special Self-Governing Province ▲formulating the basic plan such as population, administrative organization, and financial outlook ▲vision and development strategy reflecting the characteristics of the northern Gyeonggi region ▲analysis of social and economic ripple effects ▲special legislation, autonomy, and functional enhancement plans for northern Gyeonggi.
The province plans to select a research institution through a bidding announcement by the 28th of this month and conduct the research for promoting the establishment of the Gyeonggi Northern Special Self-Governing Province from January next year, starting with a kickoff report meeting combined with a policy discussion, until December next year.
Along with this, the province will maximize the reflection of residents' opinions through deliberation and public discussion processes such as residents' briefings, public hearings, and forums. In particular, it will cooperate with relevant stakeholders such as each city and county and local councils to link with the development plans of cities and counties within the province.
On the 21st, Gyeonggi Province will hold the "Gyeonggi Northern Special Self-Governing Province Establishment Public-Private Joint Promotion Committee Appointment Ceremony and 1st Advisory Meeting" at the Northern Office of the Gyeonggi Provincial Government, with participation from key figures and experts in various fields.
Previously, to fulfill Governor Kim Dong-yeon's pledge to establish the Gyeonggi Northern Special Self-Governing Province, a "Gyeonggi Northern Special Self-Governing Province Establishment TF Team" was formed at the Northern Office from June 24, before the start of his term, to prepare the execution foundation.
Also, since July, the Gyeonggi Research Institute's Northern Research Center has formed a "Special Self-Governing Province Dedicated Research Team" with eight researchers to conduct basic research by field.

The organizational restructuring plan, including the establishment of the "Gyeonggi Northern Special Self-Governing Province Promotion Team," has passed the Gyeonggi Provincial Council and is about to be implemented. Additionally, the "Ordinance on Promotion and Support for the Establishment of the Gyeonggi Northern Special Self-Governing Province," which will serve as the institutional basis for promoting the special self-governing province, passed the provincial council on the 12th.
