'Kakao Outage Prevention Method' Passed in National Assembly Plenary Session

On the 8th, Assemblyman Cho Seung-rae of the Democratic Party of Korea announced that the 'Amendment to the Framework Act on Broadcasting and Communications Development' to prevent the recurrence of Kakao outages was approved at the National Assembly plenary session.
With the passage of this law, the government will include integrated information and communication facilities (data centers) of a certain scale or larger and value-added communication service providers (online service providers) in the government's disaster management plans. The plans will also reflect physical and technical protection measures such as the configuration of information systems for emergency recovery of broadcasting and communication services, and the distribution and diversification of servers, storage devices, networks, and power supply devices.
Assemblyman Cho had previously introduced the bill as the main proposer to prevent the recurrence of the incident in October when a fire at the SK C&C Pangyo data center caused major services of Kakao and Naver, such as KakaoTalk, shopping, search, and news services, to be interrupted or experience failures. In addition, Park Sung-joong and Choi Seung-jae of the People Power Party also proposed amendments to the Framework Act on Broadcasting and Communications Development, and last month the Democratic Party adopted it as a party stance, forming a consensus between the ruling and opposition parties.

Assemblyman Cho said, “We have taken basic measures to protect the online services that the public frequently uses from disasters and to quickly recover and manage them,” adding, “Issues concerning the lives and safety of the people should not be postponed due to partisan conflicts but should be responsibly decided by the National Assembly.” He emphasized, “Going forward, as the Democratic Party's Science, ICT, Broadcasting and Communications Committee floor leader and chairman of the bill subcommittee, I will actively address current issues.”
