Yeosu City Confirms 'Organizational Restructuring' to Realize Core Promises of the 8th Elected Term
Passage of 'Ordinance on Establishment of Administrative Organization' at the 225th Yeosu City Council Regular Meeting on the 15th
Full-scale Promotion of Key Projects such as 'Yeosu Bay Renaissance' and 'Successful Hosting of the 2026 Yeosu World Island Expo'
[Yeosu=Asia Economy Honam Reporting Headquarters Reporter Choi Cheol-hoon] Jeollanam-do Yeosu City (Mayor Jeong Gi-myeong) announced that it will carry out an 'organizational restructuring' to realize major pending projects and core pledges of the 8th popular election administration.
According to the city, the 'Yeosu City Administrative Organization Establishment Ordinance Complete Amendment Bill' was passed at the 2nd plenary session of the 225th Yeosu City Council regular meeting held on the 15th.
Looking at the restructuring plan, the scale of the bureau-level organization will be maintained at the current level, but the Planning and Budget Department will be changed to an assistant organization to the vice mayor to strengthen budget formulation authority.
The Administrative Support Bureau will be reorganized into the 'Administrative Safety Bureau,' including the Safety General Department, and the Planning and Economic Bureau will be reorganized into the 'Culture and Industry Bureau,' which oversees culture, industrial support, and regional job projects.
In addition, the 'Education and Welfare Bureau,' which integrates welfare and lifelong education; the 'Fisheries Tourism Bureau' for sustainable marine tourism; the 'Environment and Greenery Bureau,' which integrates environment, parks, and green space management; and the 'Facility Management Project Group,' responsible for parking, vehicle management, road facilities, and landfill management, will be reorganized.
At the department level, four new departments will be established: the 'Island Expo Support Division' for the successful hosting of the 2026 Yeosu World Island Expo; the 'Energy Policy Division' for fostering the renewable energy industry; the 'Cultural Heritage Division' for the preservation and management of cultural heritage; and the 'Architecture Division,' which is separated from the existing Permit Civil Affairs Division.
The existing Investment Expo Division will be divided by work area and consolidated into the Industry Support Division, Tourism Division, and Marine Policy Division.
This organizational restructuring plan reflects contents to efficiently promote rapidly increasing administrative demands such as 'realizing the Yeosu Bay Renaissance,' 'activation of renewable energy for fostering future strategic projects,' 'big data statistical support,' 'promotion of Yeosu-type integrated care projects,' and 'youth support policies.'
The city had previously announced the 'Yeosu City Administrative Organization Establishment Ordinance Complete Amendment Bill' containing these details for legislative notice on the 22nd of last month.
Mayor Jeong Gi-myeong stated in this city council policy speech, "The year 2023 will be the year that marks the full-fledged start of 'Namhaean hub city, the beautiful port Yeosu.'"
He also expressed his ambition through this organizational restructuring, saying, "We will promote a cultural city enjoyed by all citizens and Yeosu-type universal welfare for the new revival of Yeosu. We will develop marine tourism content utilizing the characteristics of the bay, create citizen-customized residential conditions, foster new growth future industries, and realize carbon neutrality by 2050."
Meanwhile, Yeosu City's organizational restructuring plan is scheduled to be implemented from January next year after additional amendments to the 'Administrative Organization Establishment Ordinance Enforcement Rules,' 'Personnel Ordinance,' and 'Personnel Rules.'
