A city official stated, "Most of them tried to avoid delinquency measures by falsely registering their resident registration or hiding assets under the names of spouses or relatives. As a result of the searches, those delinquents who were not living luxuriously or had no suspicion of hiding assets were granted a deferral of on-site seizure and encouraged to pay their delinquent amounts in installments to help them recover economically."
