Chungnam Promotes 'Namuisa System' and Cracks Down on Illegal Activities
[Asia Economy (Hongseong) Reporter Jeong Il-woong] Chungnam Province will focus on promoting the tree doctor system for the establishment of an on-site tree care system in residential areas and will simultaneously conduct guidance and crackdowns on illegal activities.
According to the province on the 31st, the tree doctor system has been implemented since June 2018 with the purpose of preventing pesticide misuse and alleviating public anxiety by having tree care experts diagnose and treat damage caused by pests and diseases.
Under the system, tree care can only be performed by tree doctors and tree hospitals qualified with tree treatment technology certification.
Additionally, disinfection and landscaping companies are prohibited from pest control in places such as apartment complexes and schools, and violations may result in fines of up to 5 million won, which is the core of the system.
To inform the public of these details, the province will organize inspection teams by city and county to conduct guidance and crackdowns targeting entities managing trees in apartment complexes, school forests, and other areas until the end of next month.
The main targets of the crackdown are those who treat trees without registering as a tree hospital or those who are not tree doctors or certified tree treatment technicians performing tree care.

Lee Sang-chun, Director of the Provincial Forest Resources Division, said, “We will combine guidance, crackdowns, and publicity to ensure that tree care is properly implemented and managed according to the Forest Protection Act. The province will do its best to ensure that the tree care system is correctly established on-site to guarantee the safety and benefits of the residents.”
